Regional competence center for blockchain technologies to be opened at the premises of the Ulyanovsk region's flagship university
On 2 October, the Governor Sergey Morozov met the leading expert of the Institute of Economics at the Russian Academy of Sciences in the sphere of blockchain systems regulations and cryptocurrency Erast Galumov. Erast Galumov also held a training workshop on digital economy.
"We continue to implement the Smart Region project, which is necessary for development of regional innovative infrastructure and digital economy. The document has already been drafted and a special council for introduction of IT technologies has been created. The Ulyanovsk region's flagship university was selected as the training facility for implementation of the new project. And, of course, we need a team that will put into action specific applications in this sphere", - Sergey Morozov said.
Earlier, the Governor of the Ulyanovsk region has set a task for relevant agencies to create specialized centers of competences in the region. Under implementation of the federal programme "Digital Economy of the Russian Federation", one of the directions of development will include blockchain technologies.
Erast Galumov has noted that the region is ready for introduction of new technologies. "The Ulyanovsk region can become the obvious leader in the sphere of bitcoin, cryptocurrency and blockchain education. First, it is necessary to create training centers to train specialists. I think that it is possible to establish a center for development of new ideas in the sphere of business development at the premises of ULSU. We can create a pool of specialists who will be able to generate ICO not only in the region but also all over the country. There are no such specialists and centers of such level in Russia yet", - said the leading expert of the Institute of Economics at the Russian Academy of Sciences in the sphere of blockchain systems regulations and cryptocurrency.
It is planned that the competence center for blockchain technologies will develop information products for state agencies and various branches of economy, as well as for training of specialists in this sphere. The center is to use money from the means of the regional programme for 2015-2020 - "Development of Information Society and Electronic Government in the Ulyanovsk Region".
According to the Rector of Ulyanovsk State University Boris Kostishko, the university has the necessary base for creation of the regional center for blockchain technologies. It will be put into operation at the end of next year.
"We have already registered the road map designed until the end of 2018. First of all, we have to train stuff over this year. This training workshop became the initial step in creation of the center's educational base. The first stage is implementation of the project at the university. For example, in regard of storage of documents and access to them: academic references, diplomas, certificates. This data must not become publically available", - Boris Kostishko noted.
It is planned that work of the regional competence center for blockchain technologies will be based on the principles of network cooperation with the leading Russian universities and IT companies. The center will test blockchain technology within their own projects, and then bring them to the regional ones.
According to the Minister of Education and Science of the Ulyanovsk region Natalya Semyonova, educational activities for development of competences in the sphere of blockchain technologies also includes implementation of the flagship university's strategic project called "The Atlas of Health".
“Our flagship university trains specialists in various fields, including programmers, network sales managers, and IT-security personnel. Our task is to train stuff that will help to introduce and apply new technologies. They are already in high demand in such spheres as state services, housing and public utilities, ecology, and, of course, health care. So, for example, by means of blockchain technology one can store and track information on all medical supplies provided to the population of the country. Such data system will be transparent and valid. It will not be possible to edit and change it”, - explained Svetlana Openysheva, the Head of the regional state public institution "Government for Citizens".We would like to remind that in November 2016, ULSU was included into the top-30 best IT higher education institutions of Russia. The rating was created by the Russian Association for Electronic Communications (RAEC).
