Ulyanovsk region to sign a three-party agreement on development of public-private partnership at the I Volga Federal District Forum

The event will take place in the International Information Center in the territory of the Universiade Village in Kazan from 13 to 14 November.

 In the Ulyanovsk region mechanisms of public-private partnership are used since 2006. Upon the initiative of the Governor Sergey Morozov, a number of projects have already been implemented as a result of interaction between the state and private investors.

It is planned that on November 13, the Prime Minister of the Ulyanovsk region Alexander Smekalin will present regional projects of public-private partnership at a plenary session "Infrastructure Modernization of the Volga Region: private investments and effective budget management". According to the organizers, results of the session will be used to complete proposals for improvement of the Strategy of Social and Economic Development of the Volga Federal District. They will also serve as a basis for the letter to the Government of the Russian Federation concerning implementation of the Infrastructure Mortgage Programme, which includes additional measures aimed to stimulate application and development of PPP mechanisms in regions of the country.

In addition, the regional Government, the Ulyanovsk Region's Center for Development of Public-Private Partnership Foundation and ANO "National Center for Development of Public-Private Partnership" will sign a three-party agreement on implementation of measures for development of PPP in the territory of the region.

Representatives of the Ulyanovsk delegation will also participate in the panel discussion "Addressing new challenges to the PPP sphere. As we approach the infrastructure mortgage".

“At the St. Petersburg Economic Forum in June, the President of the Russian Federation Vladimir Vladimirovich Putin announced a timely initiative on introduction of the Infrastructure Mortgage. We, in turn, show great interest in development of tools for this programme”, - said Rustem Davlyatshin, the Minister of Economic Development and Competition of the Ulyanovsk region.

The National Center for Public-Private Partnership and the Agency for Investment Development of the Republic of Tatarstan will act as organizers of the I Volga Federal District Forum on PPP. The event will be carried out with assistance of the Federation Council and the Agency for Strategic Initiatives. The main topics will include new mechanisms of pre-project financing, the role of supranational and regional development institutes in the drafting of PPP projects, as well as conditions required for a comfortable institutional environment in the sphere of public-private partnership. In addition, the investors will present infrastructure projects that they are going to implement in the Volga Federal District.

According to the organizers, the list of guests will include the Presidential Plenipotentiary Envoy to the Volga Federal District Mikhail Babich, the Minister of Economic Development of the Russian Federation Maxim Oreshkin, the Director General of the Agency for Strategic Initiatives Svetlana Chupsheva, and heads of regions of the Volga Federal District.
