National Public-Private Partnership Center and the Ulyanovsk region to work together to attract extra-budgetary funds for social infrastructure development
The agreement was concluded at the I Volga Federal District's Forum on Public-Private Partnership, which took place in Kazan on 13 November.
The document was signed by Pavel Seleznyov, the Chairman of the Board of ANO "National Center for Development of Public-Private Partnership", Alexander Smekalin, the Prime Minister of the region, and Igor Shlychkin, the Director General of Center for Development of Public-Private Partnership Foundation.
According to the dedicated experts, the agreement provides for development of additional measures to stimulate and support private investors who are either planning or are already implementing PPP projects in the priority areas. In addition, the agreement seeks to update regulatory and legal framework in the sphere of public-private partnership, to prepare draft programming documents regarding attraction of extra-budgetary funds for development of social infrastructure. It is also planned to carry out training, including skill improvement.
"Now we are holding educational events for public officers and heads of municipalities, within which we show them PPP mechanism, bring pilot projects into focus and work on programmes of infrastructure development. In the future, we together with the region will begin to attract financing. This is the interaction that will be conducted within this agreement. The Ulyanovsk region has already carried out a PPP educational programme and has a good vertical power structure. There is also a great team of professionals headed by the Governor Sergey Morozov. Considering 85 regions, the Ulyanovsk one is among the leaders in the Russian PPP market. A number of projects in the sphere of public-private partnership are implemented here. I hope that our portfolio of projects will be presented during the PPP Week in Moscow in March 2018", - Pavel Seleznyov emphasized.
