Deputy Head of FAS Sergey Puzyrevsky praised efficiency of the agreement with the Government of the Ulyanovsk region

Results of joint work were summed up on 12 December 12 during the coordination council on implementation of the Competition Development Standard.

 “The Ulyanovsk region is one of the pilot regions that has concluded an agreement on co-operation with FAS and then signed a concrete plan of action. The approach, which is being implemented here today, ensures that the government understands the value of competition as a way to develop economy. A number of activities is implemented thanks to which some markets that used to be monopolistic have become competitive. We have also made decisions that will attract private players to specific spheres. If the economy is organized in the right way, they will bring investments and will create new jobs. I am sure that the completed activities will have long-term result and improve the welfare of citizens. By promoting the region stronger we will strengthen economy of the Russian Federation”, - emphasized Sergey Puzyrevsky, the Deputy Head of the Federal Antimonopoly Service of the Russian Federation.

The Federal Antimonopoly Service and the Government of the Ulyanovsk region concluded an Agreement on Cooperation at the extended session of FAS Collegium on 1 March 2017. The agreement was signed by the Governor Sergey Morozov and the Head of FAS Igor Artemiev. Additionally, the activity plan on implementation of the document was aproved in June.

“Promoting competition development is one of the key objectives facing the Ulyanovsk region. The Antimonopoly Service actively interacts with the regional authorities, and we really value such cooperation. I am sure that through joint efforts we will be able to create the most favorable conditions for competition development in the Ulyanovsk region and, consequently, good business practice. As a result, we can improve the quality of services that will be provide to inhabitants and guests of our region”, - the Governor Sergey Morozov said.

According to the Prime Minister Alexander Smekalin, substitution of government involvement in a number of industries will bring not only new players, but also experience, competences and business resources.

“Over this year, three concessionary agreements have been signed thanks to mechanisms of public-private partnership. Unitary enterprises have come from a number of industries, which were previously owned or privatized by the region and municipalities. Competition development tasks, which were set by the Federal Antimonopoly Service and the Governor Sergey Morozov, are our top priorities and a good impulse for the development of the region's economy”, – the Prime Minister noted.

According to the experts of the relevant agency, all necessary conditions to provide commercial structures with the ability to render social services has already been created within implementation of the activity plan. According to the latest data, the share of non-public organizations in this sphere has increased up to 22.8%. According to the messages of FAS Russia, the region aims to decrease government involvement in economy. According to expert estimates, the growth in the commercial sector makes about 5%.

“The Agreement on Cooperation between FAS and the Government of the region was signed upon an initiative of the Governor Sergey Morozov and has become an impulse to further review interaction with regional authorities. It is really different from the agreements that were signed with other regions. Some of them do not include an activity plan or consist of just three or four paragraphs. The Ulyanovsk region's document includes 31 paragraphs and almost all of them have already been completed”, - said Gennady Spirchagov, the Head of Ulyanovsk OFAS Russia.

According to the dedicated experts, currently the region is switching to online auctions, which provide the maximum transparency and openness of purchases. Their share makes 85%.

According to RustemDavlyatshin, the Minister of Economic Development and Competition of the Ulyanovsk region, as a result of joint activities with FAS Management, an algorithm was developed that will help to hold accountable those customers that have repeatedly violated regulations on the contract system. Today this system is a unique regional experience. The algorithm ensures imposition of administrative and disciplinary sanctions.It will receive approval in 2018.

In addition, during the coordination council, the regional state public institution "Analytika" provided results of the annual service carried out among representatives of the business community regarding the state and development of competitive environment at goods and services markets in the Ulyanovsk region.Forty-four per cent of respondents said that the level of competition in the region is high. Broken down by target markets, this indicator has different values. Experts note the highest level of competition in the food products market, as well as in the ones of household appliances, mobile communication, medical products and the Internet.Most business representatives (74%) can see strong or noticeable impact of the competition on domestic manufacturers, while 65% of respondents noted that foreign competitors have little to no impact on them. Fifty-nine per cent of people said that product quality is one of the main factors for increase of competitiveness.
