Ulyanovsk Region to develop relations with French regions
The Russian region is interested in joint projects in aviation, machine tool building, auto parts manufacturing and nuclear medicine
On 31 January, Sergey Morozov, the Governor of the Ulyanovsk Region, met with Alexey, Ambassador Extraordinary and Plenipotentiary of Russia to the French Republic and Ambassador Extraordinary and Plenipotentiary of Russia to the Principality of Monaco, and Alexander Turov, the Trade Commissioner of the Russian Federation in France. Russian diplomats noted that the Ulyanovsk Region is one of the supportive regions that actively foster relations with French partners, and demonstrates a yearly more-than-twofold growth of commodity circulation. Currently, joint economical projects are the backbone for relations between the two countries.
The Governor, the Ambassador, and the Trade Commissioner discussed the plans and prospects of cooperation and project development. According to the Governor of the Ulyanovsk Region, 2018 will see the focus on implementation of mutual economical interests in aircraft industry, automobile manufacturing, nuclear medicine, woodworking, and food industry. For that purpose, during his visit the Governor held negotiations with major manufacturers, business associations, and politicians of France.
“New investment agreements will be signed with our French partners during economical forums. We are preparing for this during the visit of the region’s delegation to France because we consider this country to be one of our key partners in Europe,” - the Governor stated.
The “Smart Region” project will be an important aspect of cooperation between the Ulyanovsk Region and the Republic of France. This became the main topic for discussion within the Trianon Dialogue, a new platform for cooperation between Russia and France established in 2017. Ulyanovsk is actively implementing the policy of digitization and will be a part of the Coordinating Council of this platform.
Generally, fixation on developing and strengthening the ties between the French Republic and the Ulyanovsk Region will be made. The importance of this was emphasized yesterday by the President Vladimir Putin as he addressed representatives of the economic council of the Franco-Russian Chamber of Commerce and Industry on January 31, 2018. The President highlighted that currently, Russia regards France as one of the key partners in Europe and strives to develop dialogue with this country on all matters of the two-way and international agenda on the basis of pragmatism and equality. Vladimir Putin said: “And of course, we pay attention to the trade and economic cooperation. I will point out that by the end of the 11 months of 2017, the mutual commodity circulation increased by 15%. The accumulated investments from France in Russia have reached almost 14 billions of dollars. More than 500 French companies operate in different areas of our economy: car manufacturing, pharmaceuticals industry, food manufacturing, retail business, and so on.”
According to the Governor of the Ulyanovsk Region, a very popular project called “100 Beautiful Villages” was implemented in France. “We need to adopt the best practices, so that every municipal entity of the Ulyanovsk Region could find a partner for experience exchange to organize comfortable environment for the residents, and in other matters. Our compatriots living in France will help to develop the cooperation,” – the Governor said.
In addition, during meetings with representatives of French business, a decision was made to send a large delegation from the Ulyanovsk business to France in July 2018. As a part of this event, Ulyanovsk will also present its rich creative, cultural, investment, economic, and business potential in Paris and other cities. The basics of the programme will be worked out with the Russian diplomatic mission in France. The delegation will include businesspeople, creative entrepreneurs, and representatives of the leading business union, as well as managers, who will establish direct contact with French partners and look for new joint projects. The main topics for interaction will be cooperation in aircraft manufacturing, machine tool building, car part manufacturing, and medicine.

The Ulyanovsk Region is developing partnership with the French Republic. The region has several companies that successfully work on its territory. One of these companies is Legrand, a world-class expert in complex electrical and informational infrastructure solutions for buildings. The company’s products are widely used on various sites, including administrative and commercial buildings, data processing and industrial centers. The Ulyanovsk Region already has two Legrand’s organizations: the AO “Kontaktor” plant that joined Legrand group in 2007, and Firelek, created in 2017 in the industrial zone (the investments made more than half a billion rubles, and 200 jobs were created). Furthermore, a new facility that will occupy more than 20 000 square meters is being built in the Zavolzhye industrial park. Legrand group invests more than a billion rubles in this production facility that will create more than 300 jobs for residents of the region. The facility is scheduled to be put into operation in 2018.
The FM Logistic company has carried out a project of building a warehouse complex in the region. The official opening took place in July 2015. The total amount of investments in the project was more than 900 million rubles.
There is also Decathlon, a supercenter of sporting goods that has the shopping space of 3500 square meters. It was opened in 2016; the investments made 300 million rubles, and the number of jobs created was 60.
Another French company that came to the region is Leroy Merlin; it implemented an investment project to build a supercenter of household and renovation commodities. The company invested more than 1.5 million rubles and created 350 new jobs for Ulyanovsk residents.
Over the first 9 months of 2017, the value of external trade of the Ulyanovsk Region with the French Republic reached 12 717.3 thousand USD, increasing by 2.3 times compared to the same period of 2016. The export reached 4479.4 thousand USD (increased by 2.7 times if compared to 2016).
France occupies the 15th place by the sales volume, 16th place by the amount of export from the Ulyanovsk Region, and 9th place by the amount of import to the region.
