New companies to become a part of the Russian-Chinese medical cluster of the Ulyanovsk region
On 21 March, the agreements were signed with potential investors during a meeting between the head of the region Sergey Morozov and the Chairman of the Board of AO "NTM Group" Yu Zhihai.
“The medical cluster, which we are creating in the territory of the Port Special Economic Zone in Ulyanovsk, will be the largest center for production of medical equipment in Russia. The project will be carried out through a number of stages; it is planned that its implementation will last until 2025. Investment into construction of the first production, which will start in summer 2018, will amount to approximately six billion rubles”, - the head of the region said.
Chinese partners have submitted the project of a medical cluster to the Governor and representatives of regional health care.
"We arrived to Ulyanovsk with a number of new companies, which expressed interest in investing into this project. All of them manufacture medical equipment in China and have a good reputation. They wanted to see the region with their own eyes and to make sure that it has a favorable investment climate", - said Yu Zhihai, the Chairman of the Board of AO "NTM Group".
The list of new participants of the Russian-Chinese cluster include manufacturers of a wide range of medical and diagnostics devices.
“We came to Russia and noticed the state support. We have already had meetings in Moscow, and today we have submitted the project to the head of the Ulyanovsk region. He supported us. For several days we learnt more about the region and its special economic zone, and we have a very positive impression of them. There is a favorable investment climate for our project here. Prior to this trip we had considered the European market, but now we made the decision to invest in Russia and to implement the project in the Ulyanovsk region”, - reported Tian Wanbao, the Executive Director of Shenzhen Wanjuyuan Technology.
For implementation of the project, a joint Russian-Chinese enterprise "NTM Group" was registered in the territory of the Ulyanovsk special economic zone in December 2016. Ulyanovsk Region Development Corporation and Chinese investors participated in the process. In 2017, the company and the leading manufacturers of medical equipment signed a cooperation agreement. An alliance was created that brought together 17 companies, which make medical equipment for the world's leading companies.
“NTM Group has already been working in Ulyanovsk for a year. During this time the company has completed a lot of tasks. For example, it has registered the legal entity, has become a resident of the special economic zone, and has selected the product range. It will also start construction of the plant in spring. Before the construction is completed, the investor will rent a production case in the industrial park to launch the project. We expect that assembly of the first products will start in the nearest future”, – noted Oleg Barabanov, the head of PSEZ "Ulyanovsk".
Until the end of 2018, it is planned to create assembly production of a portable smart medical device under the Russian NTW trademark (New technology for the World) in the industrial park in the territory of PSEZ. This device will help to check physical health of the patient even in the field conditions. The production line will also include portable machines for ultrasonography and digital detectors for X-ray devices. Now the investor has started accreditation and licensing of this equipment.
According to the dedicated experts, within implementation of the project it is planned to build several plants and a Center for genetic research and treatment of various pathologies.
According to Alexander Smekalin, the Prime Minister of the Ulyanovsk region, the project is very important not only for the region but also for the country in general. “In addition to placement of production in one of the most hi-tech spheres, we and our Chinese partners have agreed to establish a Center for design of medical equipment in the Ulyanovsk region as the next development stage of the cluster. It will allow to provide the inhabitants with services of the best quality”, - the Prime Minister emphasized.
