Experts from the Ulyanovsk region to take part in development of the National Culture Initiative

The importance of the project's implementation was emphasized by the Governor Sergey Morozov in the Cultural Message. Earlier materials for this sphere had been presented at the parliamentary hearing of the Federation Council of the Russian Federation. It was attended by Anatoly Bakayev, the Chairman of the regional Legislative Assembly, and Tatyana Ivshina, the Director of the Foundation “Ulyanovsk – the Capital of Culture”.

It was attended by Anatoly Bakayev, the Chairman of the regional Legislative Assembly, and Tatyana Ivshina, the Director of the Foundation “Ulyanovsk – the Capital of Culture”.

In the light of the Ulyanovsk region's great achievements in implementation of the State cultural policy, the region was invited to take part in in-depth development of the National Culture Initiative concept. Foundation “Ulyanovsk – the Capital of Culture” will join the working group. The project's developers have also noticed that the Ulyanovsk region has all necessary conditions and is ready to become one of the pilot platforms for implementation of the National Culture Initiative in 2019.

“The Governor Sergey Morozov has noted importance of the National Technology Initiative implementation more than once. We are one of the leaders in this sphere among other regions in the country. Today we need to apply a similar approach in the cultural policy. The National Technology Initiative will not have its maximum effect without good understanding of the culture and new approaches to cultural activities. We will do our best to make our regional projects and cultural innovations noticeable and demanded at the federal level”, – commented Tatyana Ivshina, the Director of the Foundation “Ulyanovsk – the Capital of Culture”.

The head of the region has identified the priority areas for implementation of the initiative in the Ulyanovsk region. These include research of the cultural environment, development of cultural and social projects and programmes, preservation and improvement of traditional ethnocultures, creation of creative clusters, implementation of the programme of continuing education, development of creative industries and a digital culture.

This project is developed by the Ministry of Culture of the Russian Federation together with the Center for Cultural Strategies and Project Management (Roskultproyekt) and with assistance of the Agency for Strategic Initiatives (ASI). The National Culture Initiative is a scope of measures and a programme of action that are aimed to set the national value system. According to it, it is of paramount importance to maintain cultural sovereignty, to create intellectual and creative leaders in the country, to strengthen the status of Russia as the spiritual center of attraction in the modern world, and to ensure Russian leadership in the global market of the ideas.

During the hearing in the Federation Council,  Alexander Zhuravsky (Deputy Minister of Culture of the Russian Federation) has also presented results of the research "Conditions and Mechanisms of Implementation of the State Culture Policy: Regional Experience", which included information from 85 regions of the country.

“Only 14 regions of the country have cultural development funds. The Federal Fund for Social and Economic Support of the National Cinema (Cinema Fund) or the Russian Fund of Culture can serve as an example for such development institutes. In fact, so far their activities are generally limited to distribution of funding received from the region. The Foundation “Ulyanovsk – the Capital of Culture” and the fund of the Belgorod region are an exception”, – Alexander Zhuravsky noted.

Among the best regional research practices is creation of the Ulyanovsk region Cluster of Creative Industries, a film commission, and development of interdepartmental agencies for implementation of the cultural policy. In the general rating our region has taken the fifth place, having shared it with the Kostroma and the Kemerovo regions.
