International Investment Forum "Wind Power 2018" has brought together nearly 200 participants
The industry event in the sphere of wind power took place for the first time in the Ulyanovsk region on 16-17 May. The first day of the forum brought together nearly two hundred professionals who represented energy companies, wind farms, scientific and research organizations, federal authorities, and regions.
The Governor of the Ulyanovsk region Sergey Morozov has presented regional achievements in the industry. “We have been working in this sphere for about four years. Since then we have been able to accomplish a lot of things. First, wind farms are under construction. The first 35-megawatt wholesale park of Fortum (Finland) has already been built and provides energy to the general power network of the region. This year, Fortum and RUSNANO will start construction of the second wind farm with greater capacity (50 MW) next to it. In the future, there will be some more wind farms in different districts of the region. Secondly, localization of components production for the wind power industry is under way – Vestas is building a facility for production of blades for wind generators in Ulyanovsk. Lastly, training is carried out. We have opened a specialized wind power department at the Ulyanovsk State Technical University”, – the head of the region said. He has also noted that in the next two-three years, wind power plants with the general capacity of more than 250 megawatts will be constructed in Ulyanovsk. In five-six years, it is planned to increase it up to 600 megawatts.
Oleg Tokarev, Deputy Director of the Machine-Tool and Machine-Building Department of the Ministry of Industry and Trade of the Russian Federation, has highly praised progress of the Ulyanovsk region and has reported about plans in the field of federal support for the wind power industry. "The support programme will be active until 2024; we have not made the decision to prolong it yet, but we think that it should be done, first of all, regarding contracts for power supply. Projects on construction of wind farms were delayed due to a number of objective reasons. Ulyanovsk was the first one to start their implementation so further support is necessary until at least 2030. The total power can amount to 5-6 GW; at the first stage it was about 3.5 MW, – Oleg Tokarev said. – We will also increase the localization level of components for the wind power industry. According to the normative coverage, now it is 65%. We have discussed this issue with Vestas and other participants of the market and have found out that it can be increased".
Industry experts have agreed that support from the federal government will help to develop wind power in general and generating capacities, as well as power engineering (production of wind generators and their accessories). According to Sergey Vasin, the Director General of the Ulyanovsk Region Development Corporation, if the programme is prolonged until 2030, it will be possible to create additional capacities of the wind power industry. This will also allow to attract new investors who will place production of components in Russia. “Companies need the market to guarantee that wind power will continue developing. Vestas will be followed by manufacturers of smaller components, so the level of localization in Russia will increase. We can offer them unique conditions both in the special economic zone and in Dimitrovgrad, which has platforms for this kind of companies”, – he explained.
Vestas is implementing in Ulyanovsk a project to create production of blades - one of the key components for wind generators. The investment agreement was signed by the Government of the Ulyanovsk region, the Development Corporation and Vestas Wind Systems A/S (Denmark) in September 2017. “Without exaggeration, the project on localization of Vestas Rus production of wind power installations in the territory of the Russian Federation is a true breakthrough in the industry. We are going to place in Russia production of blades for wind power plants, as well as production of containers and towers for wind turbines. A unique production of blades will be located in Ulyanovsk, and it will be the first one in Russia. Today construction of the plant is underway. We are working with the active support of the Governor of the Ulyanovsk region and our partners from RUSNANO. Until the end of this calendar year, we are planning to launch production”, - reported Kimal Yusupov, the head of OOO "Vestas RUS" and OOO "Vestas Manufacturing Rus".
Forum discussions were attended by Russian and foreign companies working in the sphere of energy engineering; representatives of the Murmansk region and Stavropol Krai shared plans on use of wind power resources; participants from the Republic of Crimea presented experience on creation of wind power plants. The report about tendencies of the Russian wind power market was announced by Igor Bryzgunov, the Chairman of the Russian Association of Wind Power Industry. RUSNANO and Fortum, which created Fund for Development of the Wind Power Industry, talked about their plans on construction of wind farms in the nearest future.
The second day of the forum takes place in the form of excursions. Participants will visit Fortum wind farm, machine-tool factory of the Japanese-German company "DMG MORI" (including small wind and solar power facilities), and Ulyanovsk Nanotechnology Center.Organizers of the event are the Government of the Ulyanovsk region and the Vostock Capital company with assistance of the Ulyanovsk Region Development Corporation.
