Ulyanovsk region to increase private investment into development of sports infrastructure

On 13 June, the Governor Sergey Morozov announced this during a meeting of the organizing committee for organization and holding of the International Sports Forum "Russia — the Country of Sports".


Participants of the meeting have discussed key objectives for the upcoming event. The head of the region has prioritized the need to create an institute for promotion of physical education and sport, which will attract private investments into development of the infrastructure; it will also design new approaches to improvement of this sphere. In addition, a working group will be created to define functions of this facility. It is planned that it will be headed by Elena Istyagina-Yeliseyeva, a member of the Civic Chamber of the Russian Federation from the Ulyanovsk region and the director of Federal State Budgetary Institution "State Museum of Sport".

“We must develop both Olympic and non-Olympic sports, organize events at the highest level, and attract investments. That is why we need to create ab institute for promotion of physical education and sport, which will concentrate on finding practical solutions for these tasks. This facility should work on the best research and methodological developments, as well as make us the leaders on the volume of private funds used for improvement of the sports infrastructure. Our task task is to create a working group with involvement of the sports community and leading experts of the regional and Russian level in order to create such institute. The Ministry of Physical Culture and Sports must represent interests of regional federations and establish cooperation with different structures working on this sphere. These include both regional and international ones”, - the head of the region said.

The Governor Sergey Morozov has also noted that it is necessary to re-structure the Olympic Council. According to him, this organization needs to develop a good programme to promote common Olympic sports. This should be done together with the Russian Olympic Committee. According to Oleg Kalmykov, the president of the Olympic Council of the Ulyanovsk region, it is planned to involve skilled functionaries, coaches, judges and athletes.

During the meeting, the head of the region has signed an order on establishment of the special center for development of football. In addition, Sergey Morozov has given an assignment to the institute's working group to prepare a decree of the Governor on the new principles of management in the sphere of sports activities. In the nearest future, the relevant agency also must approve a regional programme for development of football until 2030. The specialized school of Olympic reserve for children and young people named after N.P. Starostin will become the regional center for training of football experts.
