2019 to become the Year of Invention and Innovations in the Ulyanovsk region
On 12 September, the Governor Sergey Morozov held a working meeting focused on innovative development of economy in the region. Participants of the meeting discussed the activity plan for the Year of Invention and Innovations.
The governor reminded that on 10 September, the Prime Minister of the Russian Federation Dmitry Medvedev signed an executive order on creation of the Government committee for modernization of economy and innovative development of Russia. Its main objectives include identification of the key spheres and mechanisms for technological development of the country, selection of forms and methods of government control, as well as rendering state support, which includes improvement of the legislation and implementation of the National Technology Initiative.
“At the national level we are creating a design office that will be presented by federal and regional authorities, as well as local governments. That is why the Government of the Ulyanovsk region has a major challenge to extend scientific and technological capacity. We need to introduce advanced science and technology in production and to create innovative infrastructure. These will eventually allow to create new high-performance jobs and to provide conditions for dynamic development of high technologies and innovatization of economy”, - the Governor Sergey Morozov said.
On 29 June 2018, the All-Russian Society of Inventors and Innovators declared the Ulyanovsk region the winner of the competition "The Capital of Invention - 2019". This status gives the right to carry out a number of regional, interregional and federal events in the innovative sphere.
“First of all, the activity plan for the Year of Invention and Innovations aims to promote and maximize involvement of various social groups - schoolchildren, students, employees of enterprises and pensioners - in inventive and rationalization activities. In 2019, there will be meetings with the leading scientists and leaders of the industry, including the ones with Valentin Borodin (editor-in-chief of the magazine "Izobretatel i Ratsionalizator") and Alexander Fynn (editor-in-chief of the magazine "Yuny Tekhnik"). It is also planned that our region will be visited by experts of the Council on Intellectual Property under the Federation Council, members of the Expert Council for Inventions and Rationalization, Intellectual Property, Engineering, Children's Research and Technological Creative Work under the State Duma Committee for Economic Policy, Innovative Development and Entrepreneurship, and experts in the field of intellectual property and theory of inventive problem solving”, - said Vadim Pavlov, Director-General of the Center for Cluster Development of the Ulyanovsk region.
He also reported to the Governor that a number of educational activities will take place next year to implement the Theory of Inventive Problem Solving (TRIZ) at industrial enterprises. TRIZ, which is also called a "Soviet theory of invention", was developed by a scientist Genrich Altshuller and is recognized as one of effective methods for training in the engineering sphere. Today this method is internationally acclaimed and is sought by the largest world corporations for training of engineers, managers, developers of new products and technologies, and businesspeople. Center of Cluster Development has started a number of educational events on TRIZ technologies this year. According to Vadim Pavlov, the leading enterprises of the region have expressed their interest in them.
In January 2019, the Ulyanovsk region will launch a unique project - a multipurpose center for inventive activity. Its main objective is to assist inventors in introduction of their developments.
The multifunctional center will use a "one-stop" procedure that will provide consultations, legal support and assistance in preparation of documents on results of intellectual activities. Within implementation of this project, it is planned to use website of the All-Russian Society of Inventors and Innovators. This Internet service is already operating successfully; it will contain information about the Ulyanovsk region. This will allow to provide a complex of MFC services in the digital form and to ensure the maximum convenience of service and high speed of implementation.
In 2019, it is also planned to introduce a new support tool, which has no analogs in Russia, - an innovative voucher. It provides innovative enterprises with the chance to receive subsidies for compensation of consulting services costs and research and development in the sphere of high technologies.
According to Vadim Pavlov, the activity plan for 2019 is multi-purpose and its implementation will allow to bring development of innovation and rationalization to a new level as one of the key elements for transformation and innovative development of regional economy.
Next year it is also planned to hand the Ulyanovsk Inventor award pin, to launch a sci-tech show "Bitva Razumov", and to involve regional enterprises and organizations in congress and exhibition activities in the innovative sphere. Among them is Moscow International Salon of Inventions and Innovative Technologies “Archimedes" and the All-Russian festival of new products and inventions "Invented in Russia". There will also be “techno breakfasts” where enterprises will be able to present their projects to potential investors.
