Governor Morozov told Presidential Plenipotentiary Envoy to the Volga Federal District Igor Komarov about programmes for cluster development in the Ulyanovsk region

During the meeting with Presidential Plenipotentiary Envoy to the Volga Federal District on 10 October, the head of the region reported about work of regional authorities aimed to create new economy, which will help to address advanced development challenges.

Today the Ulyanovsk region is one of leaders of innovative development in Russia. The region was included into the top ten of the innovation activity rating created by the Association of Innovative Regions of Russia together with the Ministry of Economic Development of the Russian Federation. "We are changing regional legislation in accordance with requirements for the innovative breakthrough. Our decision to announce 2018 as the Year of Smart Technologies and Creative Industries aims to stimulate innovative processes and digital economy, as well as to attract smart investments. And 2019 will be the Year of Invention and Technological Innovation", - Sergey Morozov emphasized.

The Governor said that the new industrial production special economic zone "Technology Valley" is the main growth point. “It is the main tool for transformation of the regional economy from the industrial model, which has large companies predominantly, to the one with a great share of hi-tech small and medium enterprises. This economy will focus on the new, fast-growing export markets. The project is designed to bring together scientific, human and technological capacity of companies working in the industrial park "Zavolzhye", the port special economic zone "Ulyanovsk", the innovative cluster of the Ulyanovsk region, and Ulyanovsk and Dimitrovgrad agglomeration with the total population of about 1 million people”, - the head of the region said.

In addition, Sergey Morozov mentioned that projects in the green energy sphere are developing. “We were the first in Russia to create our own design office for alternative energy engineering. We found partners for its implementation - the leading Russian and international companies. They include RUSNANO and such multinational companies as Vestas and Fortum. It helped to attract capital for construction of wind farms as fast as possible”, - the Governor said.

The first wind farm with the capacity 35 Megawatts was put into operation at the beginning of 2018 near the Krasniy Yar village, Cherdaklinsky District of the Ulyanovsk region. Now the region has started construction of the second stage of wind farm, which capacity will reach 50 MW. Wind turbines of the new park will start producing energy in the first half of 2019. Over the next five years, it is planned to build at least seven wind farms with the total capacity of 250 MW. According to the Governor, the current objective is even more ambitious – to create and localize new competences connected with development of alternative energy engineering in the territory of the region. “This means that wind generation is not the only way for development. We are working in other spheres of renewable energy, too. I am talking about solar generation, small hydropower, energy production from industrial and residential solid wastes, microgeneration, and the market of industrial accumulators and hydrogen energetics. We already have pilot projects in the majority of these spheres”, - Sergey Morozov reported.

He also mentioned that the region intends to start localization of component production for various sectors of alternative energy engineering; to give an impulse to development of composite manufacturing, production of fiberglass, special coatings, and power electronics; to provide the labor market with highly qualified professionals; to establish solid production chains. "Together with our partners we started creating the Russia's first wind power cluster, one of the most advanced in the whole Eastern Europe", - the head of the region said.

Sergey Morozov has also identified other spheres for innovative competences' development in the regional economy. The list includes aviation and automotive clusters, the IT cluster, and participation in NTI projects.

In the end of the meeting, the Governor invited Igor Komarov to participate in the international forum regarding alternative energy, which will take place from 22 to 24 May, 2019. It is also planned to launch the second stage of wind farms during this period.
