Vladimir Gutenev: "Ulyanovsk Cartridge Plant demonstrates successful implementation of public-private partnership"
On 30 October, the Deputy of the State Duma of the Russian Federation visited one of the oldest defense enterprises of the country.
Today the plant is helping Russian military and security forces to create a new type of ammo.
“The enterprise is unique not only thanks to its history but also because it uses public-private partnership, which ensures fast retooling and modernization and allows to enter new markets. Unfortunately, there are not many such examples in the country. I think that during the next meeting of the advisory council, we will consider experience of PPP in separate spheres of the defense industry complex in addition to challenges of MIC diversification. The cartridge segment is also very important for us. We see public-private partnership as the most effective format in the context of utilization efficiency of both budgetary and private means. Having specified that the military acquisition peak will take place in the coming years, the president set a very difficult and important task. In order not to lose our technical potential (especially after the equipment upgrade) and so that we could rationally use professionals who have been trained in recent years, we must increase the output of commercial production up to 30% by 2025, and up to 50% by 2030”, – said Vladimir Gutenev, First Deputy Chairman of State Duma Committee on economic policy, industry, innovative development and business.
In March 2018, the Ulyanovsk Cartridge Plant started test production of new goods in the presence of the Governor Sergey Morozov. The enterprise has implemented a unique manufacturing technology of high-precision sniping cartridges that are used by the Armed Forces of the Russian Federation.
“New production is created within the Federal Target Program. It includes a full cycle starting from all elements and ending with complete cartridges. Now we are already manufacturing a lot of components, and this year we are planning to start assembling. The equipment has undergone thorough modernization; the new production is robot- and computer-based. There will be qualified personnel who has received the required training and they will be ready to work with the most advanced equipment”, – said Alexey Dubonosov, Executive Director of AO "Ulyanovsk Cartridge Plant".
