Russia's first equipment for production of wind turbine blades put into operation in the Ulyanovsk region

The ceremony took place in the regional center at the Vestas plant on 4 December. The Governor Sergey Morozov, Carsten Sendergord (Ambassador Extraordinary and Plenipotentiary of the Kingdom of Denmark to the Russian Federation), and Tommy Rabek Nielsen (Senior Vice President of Vestas Wind Systems A/S) took part in the event.

 

“Four years ago we created from scratch a new branch of economy and broke new ground in the Russian wind industry. Today manufacturing equipment, which is unique for Russia, has been activated at the Ulyanovsk plant for production of wind turbine blades. We launched the first Fortum wholesale wind farm and started construction of the second one, and now we can see localization of component production for the industry. At the same time, we are training skilled professionals for this new sphere. There is a specialized wind-power engineering department at the Ulyanovsk State Technical University. Vestas, a Finnish company, also holds classes in the training center of the nanocenter. In early September, the enterprise had 90 employees; now, there are already 152 people working here. And more than 200 hi-tech jobs will have been created for inhabitants of the region by the end of the year”, – the Governor Sergey Morozov noted.

Vestas Manufacturing Rus is constructing a unique production of composite turbine blades in the Ulyanovsk region. The total capacity of power equipment will amount to 3.6 MW and can be increased up to 4.2 MW. Vestas, RUSNANO and Consortium of Investors of the Ulyanovsk Region, which includes Ulyanovsk Region Development Corporation and Ulyanovsk Nanocenter "Ulnanotech", act as partners of the project.

“It is important for us to build here, in Ulyanovsk, a production that will be competitive not only in Russia, but also abroad. The wind itself is a very competitive source of energy. As in any other country, in Russia we will involve local partners - suppliers who will be able to provide us will all necessary tools. We think that it is important not only to create the production but also to train staff in the Ulyanovsk region. This will create new concepts and competences”, – said Tommy Rabek Nielsen, Senior Vice President of Vestas Wind Systems A/S.

“We are considering cooperation with the Ulyanovsk region in the field of clusters. We, as the Embassy, would like to attract even more suppliers because Vestas plant is just the first step. Our task is to involve in our work other companies that could share their experience and join the cluster economy. The Embassy is also planning to expand cooperation, to create new projects both in economic and cultural spheres, and to develop cultural relations between Denmark and the Ulyanovsk region", – emphasized Carsten Sendergord, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Denmark to the Russian Federation.

The total investment has made more than one billion rubles, and more than 200 new hi-tech jobs will be created for inhabitants of the region. The annual volume of output will have reached about 500 turbine blades by 2021.

“Start-up of the core equipment for production of blades is an important stage of the project on localization of this key element of wind power turbines. It means that the project's investment phase has ended. The enterprise is ready to start production of the Russia's first turbine blades”, – said Alisher Kalanov, RUSNANO Head of the RES Investment Division.

The Vestas production site is located on the territory of the aviation cluster in Ulyanovsk. Construction works are carried out by DARS, an Ulyanovsk company, according to the established project terms. The unique production of wind turbine components is part of the special investment contract between Vestas Manufacturing Rus, the Ministry of Industry and Trade of the Russian Federation, and the Ulyanovsk region. This special investment contract, which was concluded for a period of 8 years, was the first of its kind in the national power-plant engineering sector.

“Vestas acted as the catalyst for further negotiations with companies working in the composites sector. Now we have about ten potential partners and we are discussing localization of their production in the territory of the region”, – reported Sergey Vasin, CEO of the Ulyanovsk Region Development Corporation.
