Sergey Morozov approved regional components of national projects in the Ulyanovsk region's social sphere

“At the request of Dmitry Medvedev, Prime Minister of the Russian Federation, we have to approve the maximum number of regional projects until 14 December. They should be introduced within implementation of the new May Decree of the President. Half of the programmes that we are planning to launch are currently awaiting approval by federal structures. We must be ready for anything. That is why we should not stop working on regional project documentation; and after approval, we should complete it according to the updated federal documents and state programmes. Another important task is to sign and agreement on implementation of projects with the federal center. I want to remind that project management is only a part of our administrative initiative. The main part of this work belongs to the special regional design office – the Reform Management Center. So all departments need to cooperate with it actively. In addition, their heads must have their own plan for implementation of regional projects, as well as create a system to work with their teams. In many respects, the role of Russian regions in achievement of national tasks and decrees will depend on our position and proposals”, - the Governor said.

According to Ekaterina Uba, First Deputy Prime Minister, all heads of regional projects have already been appointed.

“Budget of the Ulyanovsk region for 2019 already has all necessary funds for implementation of measures specified in passports of projects. Funding for 2020 and 2021 will be arranged when the budget for the corresponding years is adjusted. Taking into account weekly updates that we receive from federal authorities, indicators and activities within the projects can be changed in the future. All departments have also received approval of project documentation from their relevant public organizations and the Ministry of Finance of the Ulyanovsk region. Health care, education, social protection, and cultural establishments will receive all information regarding the planned activities”, - Ekaterina Uba said.

Four national projects in the social sphere will be implemented in the Ulyanovsk region: “Demografiya” (Demography), “Kultura” (Culture), “Zdravoohranenie” (Health Care) and “Obrazovanie” (Education).

"Demografiya" includes five regional projects:  "Financial support to families upon birth of a child", "Employment for women – Creating conditions for preschool education of children under three years old", "The senior generation", "Public health improvement" and "New fitness and sports for the population".

The national project "Kultura" includes three regional components: "Cultural environment", "Creative people" and "Digital culture". Within implementation of "Zdravoohranenie", the Ulyanovsk region will work in such spheres as development of primary health care, fight against cardiovascular and oncological diseases, development of children's health care, providing medical facilities with qualified personnel, export of medical services, and creation of a single digital system based on the state information system.

According to Sergey Panchenko, Minister of Health, Family Affairs and Social Wellbeing of the Ulyanovsk region, documentation for all seven regional projects in the field of health care has been created including target indicators presented by the Russian Ministry of Health.

“The planned activities will allow us to reduce cancer mortality by 3.1% until 2021 and by 7.5% until 2024. We will upgrade the whole system of cancer care facilities for residents of the Ulyanovsk region. In 2021, more than 850 million rubles will be used for this purpose, including 12.9 million rubles from the regional budget. In addition, it is necessary to achieve reduction in mortality from cardiovascular diseases through modernization of vascular centers, primarily the regional one. Funding of the national project includes about 396 million rubles that will be used for this purpose until 2021”, - explained the head of a relevant department.

The national project “Obrazovanie” includes eight spheres: "Modern school", "Success of each child", "Support for families with children", "Digital educational environment", "Teacher of the future", "Young professionals", and "New opportunities for everyone".

“Just recently presentation of regional components of the national project “Obrazovanie” took place in the Ministry of Education of the Russian Federation. This included results and indicators for each year, as well as activities that will contribute to their achievement. The presentation was successful in all eight spheres. Now we can be sure that in 2019 we will receive subsidies for implementation of the Modern School and Success of Each Child projects,” - explained Natalya Semyonova, Minister of Education and Science of the region.
