Mikhail Kotyukov praised experience of the Ulyanovsk region in development of the higher education system

On 15 January, the Governor Sergey Morozov and the Minister of Science and Higher Education of the Russian Federation discussed training of personnel, joint research activities that will be carried out together with regional enterprises, and development of science in general. The working meeting took place in Moscow during the Gaidar Forum.


“Today the Ulyanovsk region's higher education system is constantly in search of new models and technologies that will meet help with both regional and all-Russian development. We use resources of the higher school extensively. Each of our universities has its own niche and is not only a manufacturer of scientific and educational goods and services, but also a facility that helps with social and cultural development of the region. Together with the enterprises we have already created modern resource centers and opened main university departments in the leading companies of the region. In addition, we provide training in the most demanded spheres; for example, Technical University offers classes in alternative power engineering. In addition, we are one of the few regions that has a flagship university. Over this year, it has made tangible progress, which is confirmed by results of independent assessment by the international and Russian community. All of these are our main spheres of development that we should continue promoting”, - the Governor said.

Sergey Morozov invited Mikhail Kotyukov to visit the region and to learn more about achievements in such spheres as wind-power and solar-power engineering, as well as development of partnership between universities and enterprises. The minister accepted the Governor's offer and noted that he is aware of the region's progress in the field of higher education system.

The Ulyanovsk region has five independent universities and six branches that teach more than 35 thousand people. Now higher education establishments of the region implement a number of projects for training of necessary specialists. According to Natalya Semyonova, Minister of Education and Science, one of such programmes involves introduction and distribution of the practice-oriented training system. Ulyanovsk universities together with organizations and enterprises of the region have created more than 70 basic departments in various spheres, which include technical, agricultural, medical, pedagogical, social and economic, legal, anti-corruption and other ones.

“For example, Ulyanovsk State University opened its twentieth basic department in 2018. Today the university cooperates in this sphere with such organizations as the Research Institute of Atomic Reactors, Aviastar-SP, NPO "Mars", the plant "Iskra", and others. As a positive example of bilateral interaction, we can also mention establishment of the Technologies of Wind Power Engineering department in ULNANOTECH. The cooperation agreement has been signed with Wind Power Systems and Complexes department in Ulyanovsk State Technical University”, - Natalya Semyonova commented.

The Ulyanovsk region also places great emphasis on advancement of science. In particular, about 100 million rubles were allocated to support 85 scientific projects of the region within the competition, which was held together with the Russian Foundation for Basic Research (RFBR) last year. In addition, starting this year there will be personal scholarships, awards and grants for young scientists. These measures will solve the tasks set in the new May Decree of the President. One must create a comprehensive system for training and professional development of research and academic personnel.

“A representative office of the Russian Academy of Sciences opened in the Ulyanovsk region in March 2018. Thanks to this, the region received high-quality expert support of key projects. As a result of the cooperation with RAS, we have an opportunity to carry out various basic studies that are important both for the region and Russia in general. The branch of the country's main scientific institution allows to combine efforts of universities and colleges and to develop such spheres as information technologies, transport, power engineering, biotechnologies, mechanical engineering, nuclear medicine and other key spheres more effectively. Today this establishment coordinates activities of regional scientific organizations and provides RAS expert analysis regarding strategic documents. One of the branch's key tasks is participation of the Ulyanovsk region in the national project "Nauka" (Science),” - explained Ekaterina Uba, First Deputy Prime Minister of the region.
