Ministry of Economic Development of the Russian Federation and Government of the Ulyanovsk region have signed an agreement for support of hi-tech companies

The document was signed by Sergey Gorkov, Deputy Minister of Economic Development of the Russian Federation, and the Governor Sergey Morozov at the Gaidar Forum 2019 on 16 January. The agreement's main objective is to stimulate and promote promising fast-growing tech companies in the region.


“The Ulyanovsk region and Sergey Ivanovich Morozov are leaders in the sphere of innovative development. If we remember how the region started working and what it has achieved over a rather short period of time, it is a good result. This is also confirmed by the fact that the region is in the Top-10 of the Ranking of Innovative Regions of Russia. I am sure that in the future the Ulyanovsk region will be included into the Top-5 and later - in Top-3. You have everything necessary for this purpose such as clusters and ambitious enterprises. We can see the region a part of the foreign economic market. I should also mention that the Ulyanovsk region is among Russia's drivers of innovative development”, - Sergey Gorkov noted.

The Ministry of Economic Development of the Russian Federation and the regional Government agreed to cooperate within implementation of the priority project for the Support of Private High-tech Companies-leaders. It aims to develop innovative activities and entrepreneurship in science and technology, as well as to create the best conditions for business.

The Governor emphasized that the Ulyanovsk region will meet all its commitments under the agreement.

“We have been working on development of innovations and technology entrepreneurship for a long time, and the Ministry of Economic Development of the Russian Federation supports us in cluster policy and implementation of large and image-building projects for both the region and the whole Russia. For example, the ones in the sphere of renewable energy. I have reported to the Prime Minister that in many respects, we have created more than 7.5 thousand high-performance jobs thanks to the Ministry of Economic Development. Undoubtedly, this is what allows us to remain one of successful territories. The Ranking of Innovative Regions of Russia has just been announced, and we were included in the Top-10. The Ministry also supported us by providing about one billion rubles for creation of two hi-tech development territories: Dimitrovgrad industrial park "Master" and  technology park "Tekhnokampus 2.0"”, - Sergey Morozov said.

According to Rustem Davlyatshin, Minister of Digital Economy and Competition of the Ulyanovsk region, the agreement with the Ministry of Economic Development of the Russian Federation will help innovative companies, which have been selected for the project, receive assistance in using the current state support mechanisms.

“First of all, we will help them become a part of the state procurement system, develop and implement a business strategy for rapid growth, organize interactions with investment-banking institutions, expand sales markets, participate in various educational programmes, and attract business missions”, - Rustem Davlyatshin noted.
