Ulyanovsk region presented its experience in implementation of federal educational projects at Gaidar Forum

The Governor Sergey Morozov headed delegation of the region. Ekaterina Uba, First Deputy Prime Minister of the Ulyanovsk region, made a presentation at the discussion platform "National project "Education": nine lives of the regions" on 17 January.


The list of experts included Maxim Dulinov (Director of the Federal Institute of Education Development, RANEPA), Tatyana Klyachko (Director of the Centre of Continuous Education Economics, RANEPA), and Natalya Tyurina (Head of the Education and Social Projects Division, MIA Russia Today; Manager of the Social Navigator Project).

According to Ekaterina Uba, the region headed by the Governor Sergey Morozov has been engaged in project activities for more than ten years.

“We have accumulated good experience in implementation of projects since 2006. The Federal Target Programme, which was introduced at that time, gave us confidence in our own abilities, taught us to master new competences, to update infrastructure of regional educational systems, and, above all, it taught us not to be afraid of ambitious plans. Among the things that we have achieved since 2007 one can mention construction of more than 15 kindergartens and creation of about 16 thousand new places for children, opening of schools, modernization of secondary vocational education institutions and introduction of modern technology parks for children to the system of supplementary education. Today we are faced by new tasks that are described in national projects. Now two projects of the Ulyanovsk region have been approved at the federal level. In 2019 they will receive subsidies from the budget of the Russian Federation”, - the First Deputy Chairman noted.

The national project “Education” includes 10 federal projects related to school, parents, volunteering, early career guidance and other spheres. This year the Ulyanovsk region was among winners of the All-Russian competitive selection with such projects as introduction of a target model to develop the regional system of supplementary education for children and creation of educational centers of digital and humanitarian specialization at schools. In addition, functional areas of four regional projects are in line with the objectives of five federal programmes. These include Development of the Modern Digital Learning Environment, SMART-Education, Creation of a System for Professional Development of Teachers, Supplementary Education for Children, and Personnel for Advanced Technologies.

After the discussion experts noted that currently for implementation of the national tasks, subjects of the Russian Federation need to change their system of government programme financing by introducing the principle of priority, training of professional managers, and making arrangement with businesses regarding their participation in educational projects.

The main topic of the Gaidar Forum in 2019 is Russia and the World: National Development Goals and Global Trends. This year particular attention is paid to implementation of the national education project in regions of the Russian Federation. On the first day, 15 January, a business breakfast took place where development of private educational institutions was discussed. The Governor Sergey Morozov participated in the event.
