Within the meeting of the organizing committee regarding budget and financial markets, which took place on 5 March, experts and the Chairman of the Committee of the Federation Council discussed preparation for the forthcoming international event.

“The Ulyanovsk region has great traditions of oriental martial arts. It has carried out the first All-Russian Tournament, which brought together karate federations in Russia. I am sure that the region is ready to host such a major sports festival and I have no doubt that we will be successful. Today it is necessary to follow the preparation algorithm carefully, to coordinate all spheres”, - Sergey Ryabukhin said.

In July 2018, it was agreed to hold the 1st TAFISA World Martial Arts Festival in Ulyanovsk. The document was signed by Governor Sergey Morozov and Ju-Ho Chang, President of the Association for International Sport for All (TAFISA).

"It is important to mention that the festival was support not only by the Ministry of Sport of the Russian Federation but also the Federation Council. Today many martial arts federations - sambo, aikido, kudo, kickboxing, boxing, wrestling and others - are already involved in the TAFISA movement. All of them will be able to participate in the festival and master classes, as well as demonstrate their abilities. More than fifteen countries from every corner of the world have already confirmed their participation in the sporting event. We expect guests from Japan, China, South Korea, Brazil, Nepal, Spain, Poland, Iran and many other states", - emphasized Alexander Smekalin, Prime Minister of the Ulyanovsk region.

Currently TAFISA's Board of Directors has approved the basic programme of the sporting event and the main venues. There will be 15 types of national martial arts at the festival. These include sambo (Russia), zurkhaneh (Iran), wushu (China), mai tai (Thailand), IKKAIDO (England), capoeira (Brazil), aikido (Japan), kyokushinkaikan(Japan), taekwondo (South Korea), silambam (India), pankration (Greece), krav-maga (Israel), savate (France), extrima (Philippines), and jogo ko pao (Portugal).

A promotion programme called "Ambassador of the Festival" has been implemented since December 2018. It already includes Ekaterina Diatchenko (Russian sabre fencer and champion of the Olympic Games in Rio de Janeiro in the command tournament), Julia Berezikova (world champion in professional kickboxing), Olesya Kovalenko (nine-time world champion, European champion in sumo), Pavel Korzhavih (eight-time world champion in jiu-jitsu), and Denis Goltsov (champion and medalist of the Russian championship in combat sambo).
