10 billion rubles to be attracted to Ulyanovsk region through implementation of the Russian-Chinese investment project in the medical field

On 10 June, Alexander Smekalin, Chairman of the regional Government, met delegation of AO "NTM Group" and management of large Chinese companies working in the sphere of construction and production of medical equipment. They discussed implementation of the joint project and agreed on terms of cooperation with new partners.

 

Construction of the medical cluster, which will be located in the port special economic zone "Ulyanovsk", started in 2017 at the initiative of Governor Sergey Morozov. The project will create 800 new jobs in the region.

“This project, which served as the basis for cooperation and great friendship, is very important for us. President of the Russian Federation Vladimir Putin has repeatedly identified China as one of the country's strategic partners. We are glad that the project on establishment of health facilities is of particular interest for Chinese companies and was included in the list of projects of Intergovernmental Russian-Chinese Commission on Investment Cooperation. Its implementation will attract additional investments and hi-tech jobs to the region, promote technology transfer from the leading manufacturers and help us become more integrated in the global scientific and technical cooperation for development and production of medical equipment”, - Alexander Smekalin noted.

The project will be implemented in three stages before 2027. Currently NTM Group is a resident of the special economic zone. Construction works have been completed to launch production of medical goods. These included installation of electrical wiring, a fire-control system and a production line. It is planned to manufacture portable diagnostic suites at the initial stage. Now the registration dossiers is being finalized for submission to Roszdravnadzor.

“Two years have passed since the beginning of the project. A lot of work has been done over this period. The most important one is that we have created the base necessary for its successful implementation. Some changes have been made to NTM Group's shareholders. A major development company, which has dozens of successful enterprises in 126 countries, as well as representatives of the project team of the industrial park "One Belt, One Road" (China Association of Small and Medium Enterprises), are ready to join the project. We also have representatives of companies that manufacture medical products; their products take the third place in China in terms of quality and their turnover makes several hundreds of billions of yuan. I hope that these partners will help with future successful implementation of the joint project”, - said Yu Zhihai, Chairman of the Board of AO "NTM Group".

“The People's Republic of China is one of the leading foreign partners of the Ulyanovsk region in terms of foreign trade relations. Over the last year, the foreign trade turnover increased by 17.5%. Implementation of joint large-scale projects will improve these indicators. It should be noted that the medical cluster is not the only project we are working on together with our Chinese partners. The world-famous manufacturer of consumer goods will build a central terminal for storage and distribution of goods in the special economic zone "Ulyanovsk". The project for organization of direct container trains from the People's Republic of China to SEZ “Ulyanovsk” is also in the active stage of development. It is expected that this joint venture will bring 1.2 billion rubles to the region economy”, - emphasized Ekaterina Smoroda, Minister for Development of International and Interregional Relations of the Ulyanovsk Region.

During its visit to the Ulyanovsk region, delegation of the People's Republic of China discussed implementation of several joint projects with Ulyanovsk Region Development Corporation and the Ministry of Health of the Ulyanovsk region. Representatives of the Chinese side were informed about activities of the industrial park in PSEZ "Ulyanovsk".
