Ulyanovsk region joins interregional industrial association "Composites without Borders"

The cooperation agreement was signed between the Ulyanovsk region, the Tula region and UMATEX (Rosatom). The event took place in St. Petersburg on 7 June.


Long-term partnership between the parties will be built to develop Russian market of composite materials and import substitution, as well as to utilize export potential.

The document was signed by Sergey Morozov (Governor of the Ulyanovsk region), Alexey Dyumin (Head of the Tula region), and Alexey Likhachev (Director General of Rosatom).

“The Ulyanovsk region is one of the few places where composite manufacturing for different industries is actively developing. In particular, we have become pioneers in development of wind-power engineering. In addition to the two operating wind farms, the region has Russia's first plant that produces wind blades. There is also composite manufacturing for the aviation industry. Participation in the cluster will allow to develop production chains and cooperation with member companies more effectively”, - Sergey Morozov noted.

Having joined regional enterprises and infrastructure facilities, Composites without Borders will become the largest association operating in the territory of the Russian Federation.

“Rosatom is Russian major player in the field of composite materials. We actively promote development of the domestic composites market by creating effective instruments for cooperation between Russian enterprises located in member regions”, - commented Alexey Likhachev, Director General of Rosatom.

According to Sergey Vasin, CEO of Ulyanovsk Region Development Corporation, the industrial association will include Aviastar and Aerokompozit. “Now we are negotiating with five companies that will be built on the new site in the port special economic zone. Construction of the new industrial park "Kompozitnaya dolina" (Composite Valley) will start in PSEZ in July. These companies manufacture products from composite materials for the majority of industries such as aircraft and automotive ones, as well as production of construction materials and wind power engineering”, - said Sergey Vasin.

The interregional industrial cluster "Composites without Borders" was created in 2018 at the initiative of UMATEX, which is the only manufacturer of modern carbon fiber in Russia together with Association of Clusters and Technology Parks. Currently the association includes production facilities, scientific and educational institutions, and science and technology infrastructure from the Republic of Tatarstan, Moscow and Saratov regions.
