Ulyanovsk region to implement a programme for scientific, technological and innovative development

The document was discussed at the meeting on results and forecasts of the region's social and economic development and the main spheres for development of small and medium enterprises.

 

The programme will become the basis for technological development of the Ulyanovsk region in 2020 - 2024. It will also help to expand mechanisms for stimulation of innovative activities and to receive additional governmental subsidies.

“Considering the President's executive order "On national goals and strategic objectives of the Russian Federation through to 2024", today our task is to increase the number of organizations that develop technological innovations and to stimulate transformation of the regional economy up to 50% by 2024. At the same time, it is necessary to improve the current operating model so that hi-tech small and medium-sized businesses had an essential share in the region’s economy. These enterprises should focus on the new fast-growing export markets including the ones within the National Technology Initiative. The programme will support hi-tech projects and create conditions necessary for human development in the region”, - Governor Sergey Morozov noted.

According to Vadim Pavlov, Digital and Technology Development Advisor to Governor of the Ulyanovsk region, the new system aims to optimize functions of the management system's members.

“We suggest building a new management system for technology and innovation policy in the region. Thanks to the state support, the Ulyanovsk region will have an opportunity to create an advanced infrastructure for scientific, technological and innovative activities. It will also develop and support fundamental research that will help our country face major challenges and provide modern risk assessment”, - he emphasized.

Several cooperation agreements were signed with PAO "Sberbank" and AO "Aviastar-SP" during the meeting. Both documents aim to implement national projects "Digital economy" and "Labour productivity and employment support". The agreements were signed by the head of the region, Alla Gladkova (Deputy Manager of the Ulyanovsk office of PAO "Sberbank"), and Vasily Dontsov (Managing Director of AO "Aviastar-SP").
