Experience of Ulyanovsk Region's Agro-Industrial Scientific and Educational Cluster Praised at Federal Level

On 2 August, the region saw a thematic meeting about organization of veterinary service within implementation of the national project "International cooperation and export".

 

It took place in the industrial settlement Novospasskoye with participation of Maxim Uvaydov (Deputy Minister of Agriculture of the Russian Federation), Sergey Morozov (Governor of the Ulyanovsk region), and representatives from regions of the Volga Federal District.

The federal Deputy Minister noted that effectiveness of veterinary service is essential to achieve target indicators for export of agricultural products and it should reach a new level. “We need to find full-time jobs for highly skilled young veterinarians in rural areas. In particular, it is necessary to increase in base rates and salaries in the sphere of veterinary science. We should also improve financial support for construction or purchase of housing provided by the consolidated budget of the state programme "Comprehensive development of rural territories". The Ulyanovsk region has already started successful implementation of its main basic aspects. In addition, I cannot but mention activities of the agro-industrial scientific and educational cluster, which has done a lot by accompanying landowners throughout the period of field works. I am sure that this experience should be adopted by other subjects”, – Maxim Uvaydov emphasized.

All public authorities and the Governments of the Ulyanovsk region will see implementation of national projects in the region as the core of their work for the next five years. The national project "International cooperation and export" is one of 12 spheres set by President of the Russian Federation Vladimir Putin. It includes the federal project "Export of agricultural products", which is derectly connected with the agro-industrial complex.

According to Governor Sergey Morozov, the Ulyanovsk region has a very ambitious task to complete within this federal project: to increase export of agricultural products up to 72 million dollars by 2024. “We have a lot of work to do to create new products, to develop a transport and logistics system, to remove tariff and non-tariff barriers at target markets, and to promote our goods abroad. It is not just a mere pursuit of gross indicators but an aspiration to export as much as possible. We should achieve increase in export by improving the quality of domestic goods, their global competitiveness”, – Sergey Morozov concluded.

According to According to Mikhail Semyonkin, Deputy Prime Minister – Minister of the Agro-Industrial Complex and Rural Development of the Ulyanovsk Region, implementation of target indicators within the Export of Agricultural Products project is an opportunity to make a major breakthrough in development of the region's agro-industrial complex. “At the same time, the role and significance of veterinary service will grow, as well as its involvement in the federal project "Export of agricultural products". Broadly speaking, we can see three main interconnected objectives facing the regional system of veterinary control. First, to ensure the total veterinary control at all stages of agricultural products' life cycle. Second, to avoid epizootic situations in the region and to provide high-quality veterinary control in accordance with requirements of Technical Regulations of the Customs Union. Third, to achieve transparency and availability of veterinary services for manufacturers, as well as to develop beneficial partnership relations with them. All veterinary services of the region are working to complete these three tasks”, – Mikhail Semyonkin emphasized.

Currently there are eleven Centers for Animal Health and Food Safety in the Ulyanovsk region that are included in the system of the Federal Accreditation Service of the Ministry of Economic Development of the Russian Federation. Their accreditation provides legal independence, equity, and technical competence.
