Ulyanovsk Region is planning to Step up Wind Turbine Production to 300 Items a Year and to Increase Number of Employees in This Industry

On 22 August, Governor Sergey Morozov inspected production areas of Vestas Manufacturing Rus. He and management of the company discussed prospects for development of renewable energy in the region.


“We have already created a full-scale cluster of renewable wind power, built two wind farms, and opened production of blades. The region uses different types of renewable energy - wind and solar power. We are creating a legislative framework almost from scratch. All this gives us the opportunity to develop new spheres, to create favorable conditions for potential investors, and to be at the forefront of innovative and strategic development. And, of course, let us not forget that new plants mean new jobs for residents of the region,” - the Governor emphasized.

Currently, a plant for production of blades for wind farms has been put into operation. According to Kimal Yusupov, Director General at OOO "Vestas Manufacturing Rus", 47 blades have been produced so far. In accordance with the selected transportation scheme, goods will be shipped to wind farms under construction in the Rostov region in July 2019. Within the plan, 125 blades will be produced by the end of the year, and it is planned to manufacture 302 items next year. The plant has orders until 2023. Now the enterprise has 303 employees.

According to Sergey Vasin, CEO of Ulyanovsk Region Development Corporation, the plant has only one foreign employee while all others are residents of the region.

“The average salary of employees is 49 thousand rubles, while the average salary of workers is more than 41 thousand rubles; engineering and technical personnel receive more than 100 thousand rubles, which is significantly more than the average level in the region. In addition, Vestas trains employees in skills that are new to our region. We are developing competencies in composite production, including construction of the new industrial building "Composite Valley" in the port special economic zone. This is the new priority sphere for the country,” - said Head of the Development Corporation.

In addition, during the meeting the Governor briefed respective executives regarding prospects and new projects in the sphere of renewable energy sources. Sergey Vasin reported on the current situation in the sphere of wind and solar energy generation, as well as industrial enterprises manufacturing components for wind power. Today, the region has created a base of component suppliers for wind generators and solar panels, which is currently tested by specialists of the Development Corporation.

“Today our goal is to consolidate the success without losing the region's status of a place with unique competencies and experience in implementation of renewable energy projects. We have an opportunity to develop new businesses, infrastructure, educational and research programmes on the basis of industry specialization in wind energy and other RES. We should use our advantage of being an expert region in wind-power engineering and renewable energy sector,” - said Olga Ukhanova, Head of ANO of supplementary education of the Agency for Technological Development of the Ulyanovsk region.

According to Alexander Cherepan, Minister of Energy, Public Utilities and Urban Environment of the Ulyanovsk region, it is planned to create a center of RES competence, which will include subject-matter experts, for development of the renewable energy industry in the Ulyanovsk Region. It is expected that the competence center will develop renewable energy programmes (from generation and production to professional education).
