New Clinic to Be Built in Ulyanovsk Region within Health Care National Project

The medical institution will be located in the territory of the hospital complex at Nizhnyaya Terrasa. Governor Sergey Morozov announced this information on 10 January during his visit to the branch of the Central City Clinical Hospital (14 Pochtovaya Street).


Polyclinic №2 of the Central City Clinical Hospital is currently located in the appropriately outfitted building of the former health care center at the hospital complex (30 Proezd Zavodskoy). It is not possible to create conditions for comfortable stay of employees and visitors there. In order to improve health care services, the head of the region decided to build a new clinic.

The head of the region said, "President Vladimir Putin has set the task to start modernization of the primary health care. We are now actively working in this sphere. We, management of the Central City Clinical Hospital and the public council of the hospital have more than once discussed the need to build a new polyclinic at Nizhnyaya Terrasa. Today we had a look at the first projects and began discussing external and internal components of the future medical institution. It must be a comfortable, spacious building with the latest equipment. Doctors and patients themselves should finally decide what kind of polyclinic they need in the near future. After that, we will start working within the project works.”

According to Inna Chigireva, Acting Minister of Health of Ulyanovsk Region, construction of the polyclinic has been under preparation over the last two years by order of the Governor. A relevant department has been working on this issue; it carried out research and developed medical and technical task. Regional public institution "Ulyanovskoblstrojzakazchik" looked for standard designs for construction of the clinic.

Inna Chigireva said, "So far, we have found two standard designs for construction of the facility designed for 175 visitors and 250 visitors per shift. After discussion with the deputies, the population and representatives of the public will make the final decision which project to choose, and we will begin developing design specifications and estimates. This year, seven million rubles have been allocated from the regional budget for this purpose. The new clinic will be built in the territory of the same hospital complex after demolition of dilapidated buildings that cannot be used for work. It is planned to start construction of the facility in 2021."

According to Ilya Midlenko, Head Physician of the Central City Clinical Hospital, the clinic's old building will also be properly maintained during the construction. About three million rubles will be allocated for this purpose in 2020.

The head of the region also inspected the building of the branch office at 14 Pochtovaya Street, which currently houses a maternity welfare center, a day hospital and a physiotherapy department. Repairs worth 5.3 million rubles have been carried out there over the past eight years. The roof, the facade and utilities have been replaced; engineering and sanitary works have been completed with the replacement of windows and doors. In addition, the hospital repaired rooms of the physiotherapy department, the gynecologist office and premises of the day hospital.
