Ulyanovsk Region Discussed Mechanisms for Implementation of Unique Project "Smart Campus and Digital University Ecosystem"

On 8 February, the Day of Russian Science, the head of the region Sergey Morozov held a meeting regarding implementation of this project.


The Governor emphasized, “At the last joint meeting of the Presidium of the State Council and the Science Council, President Vladimir Putin stressed  that it is necessary to create a competitive network of regional universities, which will be attractive for young people and teachers in the regions. In addition, the Head of State noted that modern campuses should be built in the regions. Now it is important for us to support Smart Campus, a unique project that will be implemented at Ulyanovsk State Technical University (UlSTU), and to give new impetus to development of the university. Today we discussed in detail financing mechanisms and prepared the project data sheet.”

The Smart Campus project aims to develop a single ecosystem for advanced technological upgrade of the region by forming a university - city - region line, as well as to transform UlSTU into a digital driver for the Ulyanovsk region. The university should become a high-tech space, a center of attraction for promising youth. It must also demonstrate modern academic and technological achievements to the population.

Smart Campus includes 21 projects. Among them is an airdrome for unmanned aerial vehicles, a solar-wind power station, digital monitoring based on wearable devices and data mining, UlSTU testing ground for unmanned vehicles, and more. Vice-rectors, heads of departments and deans of UlSTU are the authors of these projects.

Marina Alekseeva, First Deputy Chairman of the Government of Ulyanovsk Region, noted that the project budget would include about 140 million rubles for the next three years. “I would like to note that both the regional budget and the university will provide funding in almost equal parts. It is really possible to do it: we will distribute tasks among the budget and extra-budgetary sources, and we will also involve our partners in the project,” - Marina Alekseeva said.

According to Vadim Pavlov, Adviser to the Governor on Digital and Technological Development of Ulyanovsk Region, implementation of this project with the use of advanced technologies, in particular alternative energy sources, will become one of the priority tasks for our region. He said, “Ulyanovsk region is the primary territory for development of wind-power engineering nationwide. We were the first to create an industrial wind park; and we continue developing this sphere. Now the region has initiated the establishment of a world-class science and education center for renewable energy.”
