Ulyanovsk Region to Start Production of Medical Face Masks
The agreement was reached during the negotiations between Alexander Smekalin, Chairman of the regional Government, and management of NTM Group. The event was held via videoconference on 3 April.
Alexander Smekalin said, “We have held online negotiations with our partners from China who are residents of the port special economic zone "Ulyanovsk" and coordinate a major project on production of medical equipment. For us, it is not a new format because specialists of the Ulyanovsk Region Development Corporation use it regularly. We are talking about implementation of a new project for production of medical face masks in the Ulyanovsk region. These products have already been certified in Russia and have all necessary documentation. In current conditions, such a project is very important; in particular, in terms of creating new jobs during this period, which is difficult for the regional economy. We will do our best to accelerate its implementation.”
Earlier Governor Sergey Morozov instructed regional enterprises to find a way to prompt production of medical face masks to prevent the spread of infection in the region. Currently, companies "Rus" and "Boston" are making reusable masks.
At the moment, NTM Group has received the necessary registration certificate of the Federal Service for Surveillance in Healthcare (Roszdravnadzor) to manufacture single-use medical face masks. According to Yu Zhihai, Chairman of the Board of NTM Group, the company is already adjusting and testing three production lines; then all of them will be installed at the industrial park in the Ulyanovsk port zone. The production will be launched by the end of April.
“At the first stage, the investor is planning to make up to 200 thousand single-use medical face masks a day. At the next one, we will discuss production of FFP3 respirator masks with a production capacity of 100 thousand items per day, as well as protective suits,”- said Sergey Vasin, Director General of Ulyanovsk Region Development Corporation.
Currently, NTM Group has submitted applications to register their medical products (respirator masks and special protective suits), and is waiting for the decision of Roszdravnadzor. It should be noted that today President Vladimir Putin has issued a Decree to reduce requirements to certification of protective gear, so this decision is expected to be made as soon as possible.
In addition, during negotiations with partners the parties discussed adjustment of equipment under restrictive measures. The region has highly qualified machine fitters; the investor company will prepare all necessary video instructions and is ready to provide remote training and tutoring. Alexander Smekalin added, “We are ready to assist in finding partners working in the field of packaging so that the company could sell medical face masks through retail networks. There is already one such company in PSEZ.”
As a reference:AO "NTM Group" is a resident of the Port Special Economic Zone. It implements a project of the Russian-Chinese medical cluster in the Ulyanovsk region. The NTM Group was founded by Chinese and Russian companies.
