Carbon Dioxide Production Facility to Be Built in Ulyanovsk Region
The agreement on implementation of this project was signed by Governor Sergei Morozov, Sergey Vasin (Head of the Ulyanovsk Region Development Corporation) and Ilya Mukhorin (Director of OOO "Grankort") at a meeting of the Investment Council on 10 April.
The event was held online. It was attended by more than 80 people: representatives of the business community and development institutions, government officials and heads of municipalities of the Ulyanovsk region.
“Despite the rather difficult economic situation, which has become even worse because of the coronavirus, we are not going to stop; instead, we will continue developing and moving forward. We all have to accept changes, become more flexible, find new solutions to everyday tasks. This includes work of federal and regional departments, development institutions and businesses. President Vladimir Putin has given us the task to save enterprises, to help them to organize their work in the current complicated conditions. Companies of the region are returning to their normal activities; and we have received new investment projects,” - Sergey Morozov said.
The project for construction of a carbon dioxide production facility (liquid carbon dioxide) will be implemented in the territory of the industrial park "Novoulyanovsk". Investments will make 136 million rubles. It is planned to create about 20 new jobs for residents of the region at the first stage. The investor is planning to build the plant by the end of 2021.
“Carbon dioxide is in demand in various sectors: agriculture, medicine and pharmaceuticals, food and chemical industry, metallurgy, paper manufacturing and fire suppression systems. The company decided to invest money in creating a new facility in these trying times. We have been negotiating over the last several months, and the investor has not changed their plans. We will provide the project will all necessary support,” - said Sergey Vasin, Head of the Ulyanovsk Region Development Corporation.
The new facility aims to satisfy the Ulyanovsk region's demand in liquid carbon dioxide. There are preliminary arrangements with wholesale buyers and large consumers.
“In case of successful implementation of the project, we are planning to expand our activities in the region. I want to thank the Development Corporation for their help and support; your specialists advised us on all issues and helped us to choose a good land plot. This is one of the main reasons why we selected the Ulyanovsk region to place our plant,” - commented Ilya Mukhorin, Director of OOO "Grankort".
Within the meeting of the Investment Council, Rushan Khasanov (Director General of OOO "Platforma") presented a project to create an innovative high-tech facility for production of fiberglass and items based on it. The plant will be located in the port special economic zone "Ulyanovsk". Ninety percent of its goods will include general-purpose glass fibers (E grade), which is the most common brand used to make electrical insulating, structural, construction and thermal insulation materials that require durability and high electrical resistance. The company will invest more than 7 billion rubles in the project and will create 280 new jobs for residents of the region.
In addition, during the meeting of the Council, participants considered the draft public-private partnership in the field of healthcare. It involves construction of a new diagnostic and treatment unit at one of the major medical facilities in Ulyanovsk. According to the Ulyanovsk Region Development Corporation, the project is currently under development.
