Ulyanovsk Region to Build Bituminous Waste Processing Facility
The agreement on implementation of the investment project was signed by Governor Sergey Morozov, Sergey Vasin (Head of the Ulyanovsk Region Development Corporation) and Igor Bezdenezhnyh (Director of OOO "Ekotekhstroy") on 23 April.
Negotiations with the investor were held via videoconference.
Sergey Morozov noted, “Together with the businesses of the region, we are taking another step to improve the environmental component. The project is small but interesting from the ecological point of view. When repairing the roofs now, we simply throw away everything that is removed from the roofs, such as old roofing felt and bitumen joint sealant. This damages the environment. The project will recycle these materials and make new ones that will be also used to repair roofs. Thus, we will get a waste-free production.”
The project for construction of a bituminous waste processing facility will be implemented in the priority social and economic development area "Dimitrovgrad". Investments will total 23 million rubles; it is planned to create 20 jobs for residents of the region. The company expects to complete construction of this facility by the end of 2021.
The facility will be able to process up to 3,600 tons per year, which will allow to exclude roofing waste disposal at landfills and contribute to the ecological rehabilitation of the Ulyanovsk region.
“The manufacturing process allows to repair roofs all year round, even in sub-zero temperatures; this gives us new opportunities to renovate regional housing stock. We will be able to use these materials in winter. In the future, the company will manufacture new certified products from the processed raw materials: clean bitumen, various mastics, materials for road construction, bitumen-polymer roll materials for roofing and waterproofing,” - said Sergey Vasin, Director General of Ulyanovsk Region Development Corporation.
Within the video conference, the head of the region also negotiated with ISUZU RUS. According to Mikhail Nikulcev, First Deputy Director General of AO "ISUZU RUS", it is planned to change the special investment contract, which was signed in 2018. This is due, in particular, to the new localization methodology in the Ministry of Industry and Trade of the Russian Federation.
According to experts of the Ulyanovsk Region Development Corporation, changes in the special investment contract's conditions will not have negative consequences for the Ulyanovsk region. First, localization of Russian components will increase, which will create new opportunities for enterprises in Ulyanovsk and Dimitrovgrad to cooperate with Isuzu as suppliers of components. The company is also ready to invest in scientific and technological developments. Second, the tax component will not decrease: the project will be even more efficient tax-wise. Third, the company emphasized that the final assembly will be completed at the Ulyanovsk production site; in the future, it is planned to expand facilities at the automobile plant.
In addition, the Governor discussed implementation of the project with OOO "Platforma". The investor is realizing a project at the Port Special Economic Zone "Ulyanovsk" to create an innovative high-tech facility for production of fiberglass and items based on it. The company invests more than 7 billion rubles in the project and will create 280 new jobs for residents of the region.
