Ulyanovsk Region: Four Hundred and Eighty Enterprises Join Vision Zero
Zero Accidents international initiative introduces Seven Golden Rules that help to reduce the number of accidents at work and occupational diseases.
The region presented its main achievements in the field of labor protection at the National Seminar on Joining the Vision Zero Concept, which was held in Ulyanovsk on 7 October. The participants included managers and experts from relevant departments in Moscow, Perm, Kazan and Nizhny Novgorod.
“As far as labor protection is concerned, this is a significant moment for the Ulyanovsk region - joining the global initiative of the International Social Security Association, which works to improve labor protection and health in our country. It is a good thing that such initiatives promote this sphere and show that on-the-job safety is a must, and we should work on it together. Only this way will we achieve the required indicators so that people could stay healthy and safe while working at the enterprise,” - said Vladislav Gorbachev, Director of the Center for Research of Labor Protection and Health of the Federal State Budgetary Institution "All-Russia Research Institute of Labor" under the Ministry of Labor and Social Protection of the Russian Federation.
The Ulyanovsk region officially joined Vision Zero in 2019, but it had started working on this project even earlier. In accordance with the Decree of the Governor, regional organizations began developing and implementing the Zero Accidents programme. Currently, more than 400 enterprises are carrying out preventive activities.
“We pay a lot of attention to development of safe and comfortable workplace relations in the region. Zero Accidents programme is not only about saving 4% of the gross output and reducing the shortfall in revenue. First of foremost, it focuses on protecting the life and health of our citizens. That is why Governor Sergey Morozov decided to declare 2019 as the Year of Zero Accidents in the region within Vision Zero. Thanks to the great promotional efforts, this year about 500 Ulyanovsk companies have joined this concept. The number of accidents at workplaces has almost halved over the past five years. The statistics for 2019 confirm it - the total number of people injured at work decreased by 11%, while the number of fatal accidents is half of what it was the previous year,” - said Alexander Smekalin, Chairman of the Government of Ulyanovsk Region.
The main topic of the seminar was development of digital technologies in the field of labor protection, as well as workers' welfare and safety during the spread of coronavirus infection. Experts of the International Social Security Organization, the Ministry of Labor and Social Protection of the Russian Federation, the Center for Research of Labor Protection and Health of the Federal State Budgetary Institution "All-Russia Research Institute of Labor", the United Metallurgical Company, Leroy Merlin Vostok LLC, the branch of Edelweiss Dairy Plant of AO "Danon Russia", and PAO "Perm Scientific-Industrial Instrument Making Company" presented their practices and digital solutions in the field of labor protection.
“On-the-job safety has always been a relevant topic, and we pay particular attention to it. For example, 2019 was dedicated to the Year of Zero Accidents. We held a lot of events and re-structured work of tripartite commissions for regulation of social and labor relations at the regional and municipal levels. There is also a major regional platform that is used to discuss labor and social issues, as well as the ones connected with labor legislation. One may say that we were able to achieve positive results and to continue reducing the number of people injured at work. We also carry out special assessment of the working conditions more actively. In 2019, it was performed by 2,956 organizations that examined about 60,000 workplaces, which is by 33% more than in 2018,” - said Svetlana Dronova, Head of the Agency for Human and Labor Development of Ulyanovsk Region.
During the seminar, the Government of Ulyanovsk Region and the International Social Security Association signed a Memorandum of Understanding and Cooperation in support of Vision Zero. The Memorandum aims to establish the basic principles for cooperation between the parties to create a favorable and safe environment at workplaces.
