Ulyanovsk Region Prepares for Implementation of Bridges and Overpasses Programme
Andrey Tyurin, First Deputy Chairman of the regional Government, and representatives of responsible authorities took part in a meeting held by the Ministry of Transport of the Russian Federation on 12 January. They discussed implementation of the plan to repair, reconstruct and build artificial structures.
The Bridges and Overpasses programme will be launched in 83 regions of Russia in 2022 as part of the national project "Safe and High-Quality Roads".
“The state of road crossings is a pressing issue for the regions. Bringing them up to standard is one of the primary tasks set by President Vladimir Putin. We have collected data about emergency and pre-emergency bridges and overpasses to design a plan for stage-by-stage restoration with the assistance of the federal center,” - said Andrey Tyurin.
The Ulyanovsk region has 712 bridges on roads of regional, inter-municipal and local significance; 36 of them are located in the regional center. It is necessary to bring 65 crossings in pre-emergency condition up to standard during the period from 2021 to 2024. In addition, there are plans to repair two overpasses across railway tracks in Inza and Novospasskoye.
“We started increasing the amount of repair, reconstruction and building activities for artificial structures in 2018. Ten bridges were put in order. This sphere has been part of the plan for implementation of the Safe and High-Quality Roads national project since 2020. Thanks to it, we were able to repair capital-intensive facilities. We build some bridges under two-year contracts. For example, during the construction of a bridge in Dachny, a settlement in Ulyanovsk, we created a by-pass highway in 2020. This facility will be commissioned by 1 September. This year, we will focus on design specifications and estimates, which will help us start working in time for the launch of the Bridges and Overpasses programme,” - said Sergey Kholtobin, Director of OGKU "Department of Roads of Ulyanovsk Region".
Currently, the existing superstructures are being dismantled at the construction site of a cast-in-situ reinforced concrete bridge in Dachny. The workers will have to build new supports. The roadway and sidewalks will be wider after reconstruction, which will make them suitable for cyclists to travel; it is also planned to install street lights.
Last year, the region built bridges over the Borla River near Malaya Borla Village, over the Gushcha River in Zagoskino village, over an arm of the Krasnaya River in Krasnaya Reka Village, over the Malaya Sviyaga River in Akshuat Village and near Staraya Yerykla Village, and over the Tomylovka River in Tomylovo
Village. There are also special facilities in Zarechnoe settlement and Staraya Kulatka urban settlement.
