Ulyanovsk Region Approves Regional Priority Project "Developing Power Sector Through Renewable Energy Sources"

The document was signed by Governor Sergey Morozov at a meeting of the Reform Council on 28 January.


Sergey Morozov commented, “Development of renewable energy sources in the Ulyanovsk region is an important component not only for the region's power sector, but also for the investment activities. Construction of the wind farm and the production facility of composite blades are only the first steps in development of this promising industry in our region. Today, green energy is becoming even more important as we start paying attention to environmental issues and climate changes. We set ourselves a task - to bring this type of energy to 30% of the total share in the power balance of the Ulyanovsk region by 2025. To achieve this goal, we will continue attracting investments into construction of wind and solar farms. We are also planning to implement pilot projects for construction of biofuel power stations, as well as a regional programme to support microgeneration. Being an industrial region, we prioritize development of the cluster for production of renewable power generation equipment - we will follow the new support programme, which has set incentives to enhance localization in the future. We must also consider the educational aspect - we understand that development of the new industry requires skilled personnel.”

After implementation of the regional priority project, which should be completed by 2025, the total capacity of facilities using renewable energy sources will make about 300 MW, which is by 3.5 times more than in 2020.

According to the approved document, development of renewable energy sources (RES) will be carried out in several areas simultanuously in the next five years. Construction of solar farms with the installed capacity of 19.6 MW is scheduled for 2021; they will be part of the mechanism for support of RES at the retail market. The capacity of these solar power plants is to reach 99.6 MW by 2025. Investments into the project will total 6.8 billion rubles. More than 1.5 billion rubles of investment funds will be used to expand production of components for renewable electricity generation facilities. The plans also include construction of biogas plants and development of RES microgeneration projects in rural areas and at social facilities.

The project takes into account the complex nature of renewable power generation, its impact on the investment climate, industry, ecology and sustainable development. We will bring together efforts of the authorities, development institutions, businesses and representatives of educational establishments for development of the renewable energy sector in the region. This way we can fully realize the potential of this new and promising industry. By 2025, about 900 new jobs will be created in the region thanks to the development of RES,” - commented Alexander Cherepan, Minister of Energy, Public Utilities and Urban Environment of Ulyanovsk Region.

Governor Sergey Morozov is going to pay special attention to development of renewable energy sources in his Investment Address scheduled for mid-February.
