Ulyanovsk Region to Implement New Measures for Support of Exporters

On 16 February, Governor Sergey Morozov met with Veronika Nikishina, CEO of Russian Export Center JSC. Along with new measures for support of exporters, the parties discussed development of the region's export potential.

“The foreign trade turnover of the Ulyanovsk region made about one billion dollars at the end of 2020. Despite the pandemic, we managed to minimize the recession of this sphere, and now we can see that enterprises are developing actively and have started entering new fields. In addition, we have increased non-oil exports. This is very important for us as a region without its own natural resources. In turn, we will develop infrastructure and create trade and logistics centers. The Ulyanovsk-China container train started working a year ago. It helped to adjust the supply chain of goods delivered from China to Russia and provided regional exporters with additional opportunities. Another important sphere is our partnership with Turkey. We are planning to ship goods there using ferry services,” - said Sergey Morozov.

The head of the region came forward with an initiative to update the existing support measures for regional exporters and to compensate part of the costs connected with international marketplaces.

“It is impossible to create a complete and objective picture of export activities in the country without looking at its regions. Without them, it is also impossible to achieve the main indicators of the national project. We need to develop partnerships and to start exchanging the best practices to increase the export of goods made by regional enterprises,” - said Veronika Nikishina, CEO of Russian Export Center JSC.

According to Ruslan Gainetdinov, Chairman of the Board of the Entrepreneurship Development Corporation, transport and logistics corridors are being built to reduce export costs and time.

“With have such a route with China, and it is successfully working. Four trains have already been sent, which reduced the delivery time by half and the cost - by 15%. We have also identified priority territories where the products made in the Ulyanovsk region will find demand. By participating in international exhibitions, our manufacturers were able to sign export contracts worth 109 million dollars,” - said Ruslan Gainetdinov.

The parties also discussed implementation of a pilot project to bring Ulyanovsk manufacturers to the Vietnamese market through the country's leading marketplaces; such as Lazada, Tiki, Shopee.

Ulyanovsk companies are already available at the world's leading e-trading platforms. Twenty-three companies came to Alibaba and All.biz in 2019-2020; five of them signed export contracts with Moldova, Ukraine, Kazakhstan, Belarus, and Poland worth 49 thousand dollars.

At the end of 2020, the share of non-resource non-energy export reached 97.9% in the region. In 2020, direct exports from the Ulyanovsk region reached 495 million dollars. Companies from 99 countries of the world became partners of Ulyanovsk enterprises. The main export items included cars and automotive components, radiopharmaceuticals, electrical appliances, communication equipment, devices and various equipment, computers, furniture, doors, interior design items, tires and industrial rubber goods, fuel, and items made of ferrous metals.
