Ulyanovsk Region Is in Top-10 Federal Subjects of Russian Federation by Inventive Activity Coefficient

The rating was created after analyzing applications submitted to the Federal Service for Intellectual Property (Rospatent) for 2020.


Rospatent announced Top-10 regions with the highest coefficient of inventive activity. The Ulyanovsk region was included in the Top-10 and took the ninth place in the rating that does not include utility models; it also raised to the fifth place in the one that does include them (with the rate of 3.36) and passed the Republic of Tatarstan, as well as Novosibirsk, Kaluga, Voronezh and Kursk regions.

The leaders also included such cities and regions as St. Petersburg, Moscow, the Moscow and Tomsk regions, and others.

“Thanks to the support of Governor Sergey Morozov, this sphere is not only well-known for its history in the region, but also continues developing now. All necessary infrastructure is being created. Promotion of inventive and patent activities is one of the priority tasks - a support measure called 'innovative voucher' has been available in the region for two years, and regional competitions "Best Invention" and "Best Rationalization Proposal" are held annually as part of the regional stage of the All-Russian Society of Inventors and Rationalizers (VOIR) to identify the best specialists and inventions in the Ulyanovsk region,” - said Vadim Pavlov, Adviser to the Governor on Digital and Technology Development of Ulyanovsk Region, Director General of the Ulyanovsk Region Agency for Technological Development.

Vladimir Kononov, a member of the State Duma of the Federal Assembly of the Russian Federation, a member of the Russian State Duma's Science and Education Committee, and Vice-President of the All-Russian Society of Inventors and Rationalizers (VOIR), came with a working visit to the Ulyanovsk Region on 25 February. During the meeting with Governor Sergey Morozov, attendees discussed participation of the region in the events of the Year of Science and Technology announced by President Vladimir Putin in 2021. It was decided that Vladimir Kononov would become the Ambassador of the Ulyanovsk Region within the thematic year.

According to the Intellectual Property Center, which was created at the Agency for Technological Development of Ulyanovsk Region, the coefficient of inventive activity in Russia is calculated using the ratio of the number of patent applications for inventions and utility models submitted in the region to the population multiple of ten thousand. The coefficient of inventive activity in the Ulyanovsk region in 2020 increased by 18% compared to 2019.

The region submitted a total of 334 patents and 413 applications for inventions and utility models. Ulyanovsk inventors are becoming more and more interested in patenting their developments with each passing year. The number of applications increased by 17% compared to last year. One hundred and thirty-eight patents for inventions and one hundred and ninety-six ones for utility models were issued. Most applications were submitted in the field of agriculture. The regional leader is Ulyanovsk State Agrarian University named after P.A. Stolypin.
