Regional Government launches the open data portal

The launch of the portal is the key step in the implementation of the “opening data Initiative” at the Ulyanovsk region.

 All information is readily available for viewing and further reuse. The data is presented in two versions: as a table and in the format of CSV. Developers can use this information to create a variety of commercial applications.

The portal has been developed on the basis of "Readiness Assessment for the use of Open Data", conducted by the World Bank.

"The launch of the portal will give a new impetus to the development of IT industry at the Ulyanovsk region" - said Svetlana Openysheva, the Deputy Prime Minister - Head of the Office of the Governor and the Government of the Ulyanovsk region

Let us recall that the regional government cooperates with the World Bank in the field of open data under the Memorandum of Understanding signed in October 2012. In February, the World Bank mission led by leading consultants Andrew Stott and Jeff Kaplan worked at the Ulyanovsk region. The research was conducted using the latest developments of leading experts from the U.S. and the UK, and included several stages. At the first stage, the experts analyzed the degree of openness of information on the Government and executive bodies of state power at the Ulyanovsk region. At the second stage, the mission of the World Bank conducted a series of interviews with government officials, heads of universities, a number of representatives from media, IT-industry and non-governmental organizations of the region.

"Our Readiness Assessment  report shows that the region has a solid foundation for the implementation of the best of its kind Initiative of Open Data", - said Jeff Kaplan, a chief consultant of the World Bank.

A clear demonstration of the Open Data project is a mobile application "Recod-Registrator" on the basis of Android and iOs platforms, which can be downloaded here:

This application simplifies the deployment of information and provides automatic binding of problems to certain locations. Thus, using a mobile phone, drivers can quickly inform the government of the Ulyanovsk region on the quality of roads, and share with all users of Geoportal information on dangerous locations.
