Experts of the World Bank highly praised experience of the Ulyanovsk region in provision of state and municipal services

In the region 96% of inhabitants have access to this type of services on the basis of the “single window” principle.

 According to the task set in May Decrees by the Russian president Vladimir Putin, by the end of 2015 this indicator should reach the level of 90%.

In the Ulyanovsk region, by order of the newly elected Governor Sergey Morozov, 28 "My Documents" centers were opened. In the last year alone, their experts provided more than one million services.

Within the visit to the Ulyanovsk region, representatives of the World Bank checked government services centers "My Documents", the Scientific Research Office of ULSTU (Ulyanovsk State Technical University), the IT-lyceum on the premises of ULSTU and the House of the Internet. They also met experts from the head of the city's One Call Center, the AIS City company, the State Healthcare Institution "Ulyanovsk Regional Medical Center for Information and Analysis" and the Regional State Public Institution "IT Development Corporation". The delegation included the Lead Public Sector Specialist at The World Bank Amitabha Mukherjee, the Lead Information and Communications Technologies Specialist at The World Bank Ramesh Siva and  the Education Specialist and Task Team Leader at the Education Global Practice of the World Bank (Europe and Central Asia region) Kirill Vasilyev.

"The Ulyanovsk region has really impressive achievements. What we have noticed most during our trip was the amount of work done over a very short period of time. I am referring in particular to the development of an industrial park, attraction of business to the region, investments revenue of the regional budget", - said Ramesh Siva, the Lead Information and Communications Technologies Specialist at The World Bank. According to the experts of the World Bank, the Ulyanovsk region has a well-developed system of provision of state services to the population.

Representatives of the delegation noted that the purpose of their visit was to further develop cooperation in the following spheres: electronic services promotion, enhancing of openness and transparency of the budget data, development of the regional education system and stimulation of economic growth. "Under the instruction of the head of the region Sergey Morozov, currently the IT Development Corporation is working on expansion of services list provided by MFC, further conversion of state services into electronic form and development of an infrastructure of electronic government. Our main task is to provide the residents of Ulyanovsk with an opportunity to receive state and municipal services at the time of their convenience, as well as to pay for housing and communal services, taxes, penalties and national duties online. And they will be able to do all this without leaving their homes! We are ready to share our experience with both Russian regions and other countries, and we will be grateful if the World Bank provides us with methodological support", - the director of IT Development Corporation Svetlana Openysheva noted.
