In the Ulyanovsk region a special investment contract in the field of machine tool industry to be implemented

On September 30 within the International Investment Forum "Sochi-2016" the Ministry of Industry and Trade of the Russian Federation, the Government of the region, the Japanese-German company "DMG MORI" and the Ulyanovsk Machine-Tool Factory signed a special investment contract in the presence of the Russian Prime Minister Dmitry Medvedev.

 According to this document, the investor guarantees the output increase up to 1,2 thousand lathes for metal working a year and localizations of up to 70% of production in the territory of the Ulyanovsk region. Under the terms of the special investment contract investments will amount to 750 million rubles. The company also plans to create an engineering center based on DMG MORI Project Offices. This will provide Ulyanovsk manufacturers with an opportunity to develop domestic machine tools and equipment with the use of German-Japanese technologies. The special investment contract signed on 30 October at the investment forum in Sochi was the first of its kind in the field of machine-tool construction.

"The Ulyanovsk region gradually restores its former glory as the machine-tool center of Russia. A few years ago we set ourselves the task to revive machine-tool construction in the region and therefore in Russia. As a result, the Japanese-German company "DMG MORI", the leader of the world machine-tool industry, came to the Zavolzhye Industrial Zone with an SKD project and invested 4 billion rubles in its implementation. Along with two Soviet machine-tool plants it became the basis of the cluster that attracted several more foreign companies over the next few years. Today's contract allows us and our colleagues, the management of the DMG MORI company, not only to increase amounts of products manufactured in the Ulyanovsk region but also to create design offices and to start development of new machines. In addition, we are talking about export of our goods here. It corresponds to the current trends of the industrial policy in Russia, which includes development and production of high-tech, export-oriented products", - noted Sergey Morozov, the newly elected Governor of the Ulyanovsk region.

At the Investment Forum Sochi-2016 the Russian Prime Minister Dmitry Medvedev noted that it is important to support export- and international cooperation-oriented projects. "Competitive, high-tech and consumer-friendly products under the Made in Russia brand are the best respond to any geopolitical challenges. The future belongs to them", - said the Russian prime minister on 30 October at the plenary session of the Forum.

According to the experts, the special DMG MORI project is unique for several reason. One of them is that it is the first machine-tool enterprise constructed in the territory of Russia for the last 25 years. The special investment contract is  designed to solve the major national challenges of import substitution of the innovative imported goods. The President of Russia Vladimir Putin set the task.

"Products of the company are generally intended for sale to enterprises located in the territory of the Customs Union of Russia, Belarus and Kazakhstan and it should contribute to further development of strategically important industries and technologies of the Russian Federation. It will also promote implementation of the state policy on import substitution", - the First Deputy Prime Minister of the Ulyanovsk region Alexander Smekalin explained.

According to him, the special investment contract will not only allow to increase amounts of the machine-tool products manufactured in the Ulyanovsk region but also to create the engineering center in the region. The main task of the center will be to perform training of the Russian technicians, as well as development of new cutting-edge and, most importantly, Russian technologies.

We would like to remind that on 29 September 2015 the DMG MORI plant was launched in the territory of the Ulyanovsk region. During this time, the company also transferred to their new enterprise the whole line of machines that will not be manufactured in Europe anymore. This is the universal machining and milling equipment, processing centers of the Ecoline series. In addition, in the near future one more project will be implemented in the territory of the Ulyanovsk region - the industrial park of suppliers, which will become the main venue for localization of goods production. Last year, in May, agreements were signed on implementation of investment projects with the first residents of this investment park - the Mayfran and Gondrand companies. By 2019, the company plans to increase localization of the industrial park's residents up to 85%.
