Governor of the Ulyanovsk region Sergey Morozov to submit a project on creation of an innovative territorial cluster to the Ministry of Economic Development of the Russian Federation
On 17 October, internal defense of the request on inclusion of the Ulyanovsk region into the list of innovative territories took place in the Ministry of Economic Development of the Russian Federation. The defense took place under the chairmanship of Oleg Fomichyov, the State Secretary - the Deputy Minister of Economic Development of the Russian Federation. Other regions of Russia also presented their projects.
According to the Governor Sergey Morozov, the Innovative Cluster draft presented by the Government of the region is considered as one of the key long-term projects. "We see it as the main tool that will help us to complete structural transformation of the regional economy. The project will provide transition from the current industrial model oriented toward the traditional markets to the one of new high-technology economy. At the same time, we will be able to target the markets selected by the National Technological Initiative", - the Governor of the Ulyanovsk region Sergey Morozov said.
According to the experts of the regional Ministry of Economic Development and Competition, the Innovative Cluster project involves consolidation of two innovative territorial clusters: the aviation one (a consortium of the science-education-production cluster "Ulyanovsk-Avia") and the nuclear and innovative one (Dimitrovgrad). The Government of the Russian Federation has confirmed the high quality of these clusters: they are included in the Top-25 of the best innovative territorial clusters of the country. They are also named among the leaders by various expert ratings. The Tecnocampus 2.0 project will become the key part of this integrated cluster.
Earlier in the investment message for 2016 the head of the region Sergey Morozov noted that Tecnocampus is the main driving power of the new economy of the region. Engineering centers, pilot productions, a number of innovative educational establishments, including a kindergarten, a school and a campus, as well as an infrastructure for living and recreation will be created on its basis. Entrepreneurs, researchers and engineers who work on implementation of new developments will be invited to Tecnocampus.
"Taking into account all competitive advantages of the Ulyanovsk region and following the current world trends and development practicies, a new concept of an integrated innovative cluster has been developed. It will be implemented through a complex of interrelated anchor projects: Tecnocampus 2.0 - Tecnovalley 2.0 - Santor", - noted Sergey Morozov.
"The Ulyanovsk NanoCenter is the proof that Ulyanovsk and the region are developing, changing for the better. The NanoCenter, which will become the basis of the regional priority project "Tekhnokampus 2.0", already gives young specialists a possibility to realize their potential and to develop innovative technology projects, such as alternative power ones. It is more comfortable here than in other regions because there is a base necessary for such projects. It includes developed infrastructure and support of the government. It would be extremely difficult to develop technological projects without both of them. Last year I moved from Saratov to implement the renewable energy. Here I was given all the necessary support. The active position of the regional power is the key factor in successful implementation of such projects", - commented Sergey Chikin, the Director-General of Altren LLC (a project company of the Ulyanovsk NanoCenter).
According to the Vice-Rector for Research and Scientific work of the Ulyanovsk State Technical University Nadezhda Yarushkina, the innovative cluster is a crucial component for development of any territory, including the Ulyanovsk region, which is an industrial zone. "Today many young people are seeking education in other regions or just move in search of the best one. However, we understand that it is necessary to create such conditions that the children, whom we will be seeing again, can realize themselves here. For this purpose, an innovative cluster is operating in the Ulyanovsk region. It consists of a large number of development points. To make people interested in working in the region not just developed infrastructure and good salary is required but also engaging activities, which would create great prospects. Our universities, the Ulyanovsk NanoCenter and numerous IT companies are these development points. Of course, it also includes the industrial zone "Zavolzhye" and the new enterprises coming to use", - Nadezhda Yarushkina noted.
