Ministry of Economic Development of the Russian Federation to prioritize the Innovative Cluster of the Ulyanovsk Region project

The following information was published on the website of the Federal Agency. The message states that the list of winners of the competitive selection included 11 clusters from territorial entities of the Russian Federation, among which was the Ulyanovsk region.

 On 17 October, in the Ministry of Economic Development of the Russian Federation the Governor Sergey Morozov defended an application for inclusion of the region in the list of innovative clusters of the country. According to the head of the region, the project of the Ulyanovsk region combines aviation and nuclear and innovative territories. The new high-tech industrial enterprises and the companies, which were attracted to the premises of the Ulyanovsk Port Special Economic Zone and the Zavolzhye Industrial Park over the past five years, will become its important component. The Tecnocampus 2.0 project will become the core of the Ulyanovsk Region Innovative Cluster, as well as the single assemblage point for all innovative projects of the region. Creation of the cluster will provide an opportunity to adopt a new model of high-tech economy.

According to the experts of the Ministry of Economic Development of the Russian Federation, the subjects included in the priority list can expect full support from the federal government so to ensure their outstripping growth rate. In total, twenty-two applications on defense of the projects were sent to the Ministry and later they were examined by experts, who provided appropriate conclusions for each of the cases.

"We will certainly collaborate with the leading regions in different spheres, including various financing operations, - emphasized Oleg Fomichev, the State Secretary - the Deputy Minister of Economic Development of the Russian Federation.

According to the experts of the regional Ministry of Economic Development and Competition, a big land plot has been reserved in the Zavolzhye Industrial Park for implementation of the Tecnocampus 2.0 project and construction of an innovative town with a well-developed social infrastructure. The project is planned to include business and laboratory infrastructures, as well as a number of social facilities, among which will be educational institutions. Entrepreneurs, researchers and engineers who work on implementation of new developments will be invited to Tecnocampus. The scientists will conduct their work in close collaboration with European partners.

"The competition organized by the Federal Ministry has set a very high standard for territorial entities of the Russian Federation. The task is to create an economic model of the region which could provide growth rates above the world average ones. According to statistics, the current development indicator of world economy is 2-3%, and we predict that within the current activities of the region for 2017-2019 its economy will advance by the rate of 1-1.5%. Our aim is to create an ecosystem capable to generate projects with the required potential", - noted Vadim Pavlov, the Acting Minister of Economic Development and Competition of the Ulyanovsk region.

According to the experts of the relevant agency, entrepreneurs, researchers and engineers who work on implementation of new developments will be invited to Tecnocampus. According to Vadim Pavlov, the Acting Minister of Economic Development and Competition of the Ulyanovsk region, this project is focused on creation of high-tech sectors of the regional economy based on innovations, knowledge and new educational models. Its main concept is to accumulate educational, scientific, research and business resources on a relatively small territory that will provide their continuous interaction and, as a result, the synergy, which will be actualize in new ideas, projects and startups.
