Proposal of the Governor of the Ulyanovsk region Sergey Morozov on development of innovative territories was supported at the federal level

On October 26, at the Open Innovations International Forum in Skolkovo the head of the region launched an initiative on granting of the Skolkovo Innovation Center's status to the territory of regional high-tech clusters. Sergey Morozov also participated in a meeting of the Presidium of the Presidential Council for Economic Modernization and Innovative Development of Russia on the Innovative Development of Territorial Entities of the Russian Federation. It took place under the leadership of the Russian Prime Minister Dmitry Medvedev, who named the Ulyanovsk region among the most active and most successful regions in the sphere of innovations development.

 During the event, the Governor of the Ulyanovsk region Sergey Morozov launched an initiative on exterritoriality of the Skolkovo Innovative Center and granting of the status to the territories of regional clusters. "It would be beneficial if we could repeat the successes in other regions of the Russian Federation. For this purpose, it is necessary to actively share the best country's practices. We could make use of Skolkovo's experience and knowledge in our mega-clusters. This includes the support system for innovators and financial work models. I think it will be useful and will bring tangible results to all of us", - Sergey Morozov noted.

Oleg Fomichev, the State Secretary - the Deputy Minister of Economic Development of the Russian Federation, supported Sergey Morozov's initiative. The head of the Federal Office noted that proposal of the Ulyanovsk Governor was also endorsed by the President of Skolkovo Foundation Victor Vekselberg. He emphasized that the Ministry of Finance of the Russian Federation has already drafted a bill that in the nearest future will be submitted for consideration of the Government of the Russian Federation.

"We and the Ministry of Finance of the Russian Federation want that our clusters will become the territories in Russia to which the privileges of the Skolkovo Foundation will be provided. I am sure that it is an effective scheme, it has a management model, and I hope that during the Autumn session we will submit this bill to the State Duma of the Russian Federation. Today Dmitry Anatolyevich Medvedev gave us an assignment and if it works out well, in 2017-2019 we will provide financing on support of clusters at the expense of the federal center", - Oleg Fomichev noted.

Commenting on Sergey Morozov's performance, the head of the Federal Office expressed a high opinion of the innovative project of the Ulyanovsk region. He noted that the region is the leader as far as many different initiatives are concerned, including the innovative rating. "The Ulyanovsk Innovative Cluster is one of the best development programmes presented at this competitive selection. From twenty-two submitted applications we selected eleven the most valid world-class projects. The Ulyanovsk region was among the leaders of the tender and ensured the wide margin of points over other contestants. It was a great application based on partially implemented stages of work with a solid base related to development of the enterprises operating in the region, emergence of new startups, and involvement of such spheres as education and science", - Oleg Fomichev commented.

On 17 October, in the Ministry of Economic Development of the Russian Federation the Governor Sergey Morozov defended an application for inclusion of the region in the list of innovative clusters of the country. On October 26, within the Open Innovations Forum at the meeting of the Presidium of the Presidential Council for Economic Modernization and Innovative Development results of the innovative clusters tender were announced. Eleven regions participated in it, and the application of the Ulyanovsk region was among the three leaders of the competitive selection.

The programme will be implemented based on the aviation and nuclear and innovative cluster. The new high-tech industrial enterprises and the companies, which were attracted to the premises of the Ulyanovsk Port Special Economic Zone and the Zavolzhye Industrial Park over the past five years, will become its important component. The Tecnocampus 2.0 project will become the core of the Ulyanovsk Region Innovative Cluster, as well as the single assemblage point for all innovative projects of the region. "Together these projects provide greater synergy. For example, in a month we plan to sign an investment agreement between the Ulyanovsk region, the investor and the group of European and Asian partners in the field of wind industry. Currently the negotiations are in the final stages. The planned volume of investments is more than one billion rubles. Subsequently, we will localize a large number of products created under this project on platforms of our aviation and industrial complex. And this is only the beginning of our joint cooperation. In the Ulyanovsk region we also want to construct a new ecosystem for development of the industry and to create a new social infrastructure. Therefore now we are implementing one more project, the Techno Valley, which has no analogues in Russia", - Sergey Morozov said.

Representatives of the Government, the NanoCenter, Ulyanovsk universities, other institutes for development of innovations, and infrastructure facilities of the region were included into the delegation of the Ulyanovsk region working at the Open Innovations Forum. The federal experts participating in the event highly praised experience of the Ulyanovsk region and provided their opinion on the cooperation with the region.

"Our relationships with the Ulyanovsk region continue to progress at a steady pace. This is due to the fact that the region has both a lot of innovations and a great industrial potential. Synergy of academic staff, scientists, as well as startups, which are located near the powerful industrial sector, promotes creation of new interesting technologies in Ulyanovsk. It is very comfortable to work with the region because development institutes and structure created in the Ulyanovsk region are actively working in different spheres. They are popular and well-known among authorities involved in this work and innovators from the neighboring regions who are interested to become residents of the Ulyanovsk region or to launch their startup here", - commented Alexander Okunev, the head of regional policy in the sphere of interaction with executive authorities of CIS countries.
