Governor of the Ulyanovsk region Sergey Morozov submitted to the Ministry of Economic Development of the Russian Federation a project on creation of an innovative territorial cluster
On 17 October, in the Ministry of Economic Development of the Russian Federation the Governor Sergey Morozov defended an application for inclusion of the region in the list of innovative clusters of the country.
"In the modern context, only large-scale technological development is capable to provide favorable conditions to make our region rich, successful and competitive at both Russian and international levels. We made a decision to transform economy of the Ulyanovsk region into the industrial and technological one. This will strengthen infrastructure for sustainable economic growth and will give us a chance to create thousands of new well-paid jobs. The development strategy for a big innovative cluster, which we have created, is the way to achieve our main goal - creation of a rich region with strong economy and happy residents. This is the project that we are defending in the Ministry of Economic Development of the Russian Federation", - the Governor of the Ulyanovsk region Sergey Morozov announced.
According to the experts of the development block, defense of the applications submitted by Russian regions took place within the programme of the Ministry of Economic Development of the Russian Federation called "Development of Innovative Clusters - Leaders of World-class Investment Appeal". It took place under the chairmanship of the State Secretary - the Deputy Minister of Economic Development of the Russian Federation Oleg Fomichev. Members of the Commission were really interested in the application of the Ulyanovsk region and, as a result of hearings, federal experts named it as one of the best.
"The Ulyanovsk region is one of the leading ones and it is ahead of many other Russian regions. It is necessary to scale up this concept to the whole Russia. The project of the Ulyanovsk region is one of strongest presented to us! It provides a great innovative system which, at the same time, is fairly compact", - commented Pavel Rudnik, the Director of Centre for Strategies and Programmes of the HSE Institute for Statistical Studies and Economics of Knowledge.
In addition, the federal expert mentioned the accurate territorial positioning of the Ulyanovsk region innovative cluster, where the great industrial potential is located, as well as the easy transport access, the high density of the largest enterprises in the territory of the cluster, and the amount of small- and medium-sized progressive companies.
"The project of the Ulyanovsk region has the real basis. This includes the Ulyanovsk NanoCenter, which is personally supported by the Governor Sergey Morozov. Its development led to the application of the Ulyanovsk region on creation of a supercluster. The second thing that I consider to be very important is how sound and sophisticated the project is. That is not just someone's blind desire under which several enterprises are thoughtlessly united and then called "a cluster". This is something really created in the region and it includes recruitment of new staff. This very aspect - provision of high-quality social services in order to attract specialists from other regions - drew the experts' attention to the presentation", - said Ivan Ognev, a member of the Expert Group on assessment of applications.
According to the experts of the regional Ministry of Economic Development and Competition, the project presented by the Ulyanovsk region involves creation of a united innovative cluster. It will be built based on two territories: the aviation one and the nuclear and innovative one. In addition, the new high-tech industrial enterprises and the companies, which were attracted to the premises of the Ulyanovsk Port Special Economic Zone and the Zavolzhye Industrial Park over the past five years, will become its important component. The Tecnocampus 2.0 project, which is supervised by the Governor Sergey Morozov, will become the core of the Ulyanovsk Region Innovative Cluster, as well as the single assemblage point for all innovative projects of the region. Today a project team, which includes representatives of the Government and the regional development institutions, has been created in the region for its implementation.
A big land plot has been reserved in the Zavolzhye Industrial Park for implementation of the Tecnocampus 2.0 project and construction of an innovative town with a well-developed social infrastructure. It is planned to include business and laboratory infrastructures, as well as a number of social facilities, among which will be educational institutions.
According to Ivan Fedotov, the Executive Director of Association of Innovative Regions of Russia - the Vice Rector of RANEPA under the President of the Russian Federation, the project of the Ulyanovsk region has high potential for scaling up to other regions of the country primarily thanks to the fact that it solves issues specific for Russian industry, science and system of higher education.
"One of main priorities of the project is to realize the full potential of "major players", such as Aviastar SP or Scientific Research Institute of Atomic Reactors, which has recently become an International Center for implementation of joint research projects based on Research Reactors (ICERR) under the auspices of IAEA. There are only two such centers in the world. One of them is in the Ulyanovsk region, and this is something that we should be proud of. The success achieved in this territorial entity of the Russian Federation can be a good example for many other regions. We are also talking about development of startups around large enterprises and creation of new businesses, as well as launch of new high-quality productions (organized in partnership with higher education institutions, in particular) and involvement of young people", - Ivan Fedotov noted.
