Governor of the Ulyanovsk region Sergey Morozov attended a joint session of the State Council Presidium and Advisory Commission

On 12 November in Yaroslavl, participants of the meeting headed by the President of the Russian Federation Vladimir Putin discussed a number of measures designed to increase the attractiveness of Russian regions.

 Opening the session, the President noted that it was the first time when the event took place in such format.

"Heads of the regions, which are leaders in the attraction of investment, are the members of the commission. I believe that their experience will be useful for sharing of the most successful practices throughout the country. I am sure that the format of the current event will be used again and again for discussion of the key social and economic issues", - said the President.

Vladimir Putin also emphasized that creation of an optimal climate for doing business is one of the key conditions to ensure steady growth and development of the economy and social sphere.

According to Sergey Morozov, implementation of the regional investment standard developed by the Agency for Strategic Initiatives allowed to achieve improvement of the business climate in all regions and to solve a number of challenging issues.

"If we want to remain successful and to achieve new results, we should not stop now. It is necessary to continue moving forward. During times of tight financial circumstances we found an opportunity to use additional reserves for development. We highlight two major areas in this work. The first one is improvement of oversight activities. The second one is efficiency determination of laws and regulations for business, budget and the social sphere", - Sergey Morozov said.

Upon an initiative of the Governor Sergey Morozov continuous work on improvement of investment and entrepreneurial climate is constantly carried out in the Ulyanovsk region. In the region implementation of a risk-oriented model of oversight activities is being implemented in pilot regime. So far, a unified register of all authorities and powers of supervisory bodies has been created. Audits have been carried out and situations when different control authorities performed identical examinations have been addressed.

In addition, a list of essential requirements for monitored facilities has been developed. It provides not only regulations but also liabilities for their violation.

Changes were also made to the Code of Administrative Offences of the Ulyanovsk region. They allow to apply a warning if an entrepreneur commits violation in the sphere of the territory improvement for the first time. Previously this type of business activities were subject to substantial mandatory fines and penalties from 70 to 100 thousand rubles. In addition, small and medium enterprises in the region are excluded from scheduled inspections of all control authorities until 2018.

According to the experts of the regional Ministry of Economic Development and Competition, in the first half of 2016 the number of audits decreased by 25% compared to the same period of last year. The amount of scheduled checks dropped by 88% and there were 30% less violations.

According to the federal experts, the region is one of the best in the country on a number of the best management practices. This refers to assessment of the regulatory influence. It allows to identify social and economic effect of any laws and regulations. In the Ulyanovsk region the Regulatory Impact Assessment has been used for 5 years. Upon an initiative of the Governor Sergey Morozov, the region became the first place in the country where a valid RIA law was applied, and results of the evaluation are mandatory for all laws and regulations of the Ulyanovsk region governing business and investing activities.

According to the dedicated experts, implementation of the Regulatory Impact Assessment over a period of less than 5 years allowed to reveal and prevent unreasonable expenses of business entities in the amount of more than 2 billion rubles. It also helped to optimize the use of the regional budget (1 billion rubles).
