Chairman of the Executive Board of RUSNANO Anatoly Chubais: "Construction of wind power plants across Russia will start with the wind farm in the Ulyanovsk region"
On 24 November, Fortum and RUSNANO signed a preliminary cooperation agreement at the V International Forum on Energy Efficiency. Signing of the document took place in the presence of the Minister of Energy of the Russian Federation Alexander Novak and the Governor of the Ulyanovsk region Sergey Morozov.
The agreement states that the first joint project, a wind farm with capacity of 35 MW, will be put into operation in the Ulyanovsk region in 2017.
"This is evidenced by the results of wind measurement, which we carried out in 2012-2014. The power efficiency of wind energy makes 33-37%, and it is a very good utility indicator. Last December, we signed the first agreement with Fortum Corporation on construction of a wind farm with capacity of 35 MW. Today the second very serious step has been taken and a new agreement has been signed between RUSNANO and Fortum, according to which a wind park up to several hundred megawatts of power will be created over the coming years. In this regard, negotiations on construction of the second stage of the wind farm in Ulyanovsk, which general capacity will be 300 MW, are currently under way. Finally, the third step was creation of an investor syndicate, development organizations and the technological companies of the Ulyanovsk region for investment research and feasibility studies for production of wind plants' components", - the Governor Sergey Morozov announced.
According to the experts of the Ulyanovsk Region Development Corporation, the Consortium includes Ulyanovsk Region Development Corporation, DARS Asset Management Company, the regional Ulyanovsk NanoCenter (ULNANOTECH), and the Aerokompozit-Ulyanovskon, where it is planned to manufacture blades for wind turbines.

The agreement signed today is just the beginning of development of Russian wind industry, - the Chairman of the Executive Board of RUSNANO Anatoly Chubais reported. - The document aims to start construction of wind plant all over the country. It will begin with the wind farm in the Ulyanovsk region. It is the first object that shall be launched next year in the frame of the consortium signed with Fortum today. Ulyanovsk is aiming to become the leader. Tremendous amount of work on wind measurement, as well as training of specialists and development of professional competences has been carried out in the region. It made preparation of a draft of the Russia's first modern wind plant possible."
"The wind farm construction project will be implemented in 2017. Now it is in the middle of implementation. It is no mere chance that the first wind farm will be built in the Ulyanovsk region. Sergey Ivanovich Morozov is a very active governor. By the time when the auction took place, there has already been a venue in the region. Having won the tender, we got full support from the head of the region. We are thoroughly collaborating with the Ulyanovsk Region Development Corporation and personally with Sergey Ivanovich. This is the reason why we invest in this region. As for the signed agreement, it is actually the first stage of the cooperation between Fortum and RUSNANO", - announced Alexander Chuvayev, the Executive Vice President, the President of Russian Division of Fortum Corporation.
According to the President of the Russian Association of Wind Power Industry Igor Bryzgunov, the Ulyanovsk region posesses a huge potential for development of the wind power industry. In the region has created good logistics, a large number of wind sites, and here it is possible to manufacture the whole wind generator. "Currently we are establishing contacts with RUSNANO, the Government of the Ulyanovsk region, and with the companies working in the region. I am sure that the Association will be able to help them with their work. We have a great amount of information on the market, and we are able to attract new partners. And we have considerable potential in the sphere of technical advisers", - Igor Bryzgunov noted.According to the experts of the Ulyanovsk region Ministry of Economic Development and Competition, enterprises that are already operating in the region are guided by the new industry. A number of large regional engineering companies, among which are Dimitrovgradhimmash, Zenit-Himmash, and CTC Metallokonstruktsiya, are working on towers for windmills. The Legrand company plans to construct a new plant on production of low-voltage cross connect equipment, which will provide wind power infrastructure. The Hempel company will manufacture customized paints for the project.
