Sergey Morozov submitted proposals on improvement of regional government efficiency to the Chairman of the Board of the Center for Strategic Research Alexey Kudrin

The discussion took place on 26 November in Moscow during a regular session of the Center for Strategic Research.

 Currently the Center for Strategic Research is working on the Russia development strategy for 2018-2024. One of the main directions is spatial development of the territories. Sergey Morozov took part in the discussion of the issues related to improvement of government systems' efficiency at the level of territorial entities of the Russian Federation.

During the final session of the All-Russian Civil Forum, the Head of the Center for Strategic Research Alexey Kudrin said that one of the main challenges facing Russia today is to find solution to the problem of technology gap. In the Ulyanovsk region, knowledge-intensive and high technology development of the region is specifically monitored. Upon an initiative of the Governor, work on implementation of the Strategy for Accelerated Industrial and Innovation Development has been started in the region. In his inaugural speech, Sergey Morozov outlined three groups of reforms, which will take place in the region in order to achieve wellbeing of citizens. The first group is related to creation of modern steady economy, and implementation of the Regional Technology Initiative plays the key role in it. The other major goal set by the Governor is to increase the share of non-resource (hi-tech) export in the region economy. This is also supported by the Center for Strategic Research.

"We have created several development institutions, which work on strategic issues. These include institutes of both regional economy and culture, an expert analytical department (which is not present in the majority of territorial entities of the Russian Federation), and the Center for Reform. In doing so we laid the basis of great project-based work that needs to be done to keep with the principles and standards adopted by the International Organization for Economic Co-operation and Development. We shall compete in terms of development with the territories of OECD. Today we show greater overall performance than many other Russian regions", - Sergey Morozov noted.

The Governor also discussed improvement of regional government efficiency with Alexey Kudrin. The Ulyanovsk region was one of the first in Russia to start a full-scale local government reform aimed to create an open government, which will report to the people. Sergey Morozov noted that the main task facing governors today is to provide economic growth and social stability in the region.

"To achieve our goals, including the one on development of human potential, it is necessary to change the governance system and model. I think that we must create a basic model of state and municipalal administration. It is necessary to significantly improve efficiency of the general administration function. We should also develop and set a standard for the number of local self-governing authorities. In addition, I think that it is really important to implement a risk oriented model and to review the work of supervisory bodies at all levels of their interaction", - Sergey Morozov emphasized.

The Governor stressed the need to develop a regulatory framework for establishment of agglomerations.
