Experience of the Ulyanovsk region towards entrepreneurship development to be noted as one of the most innovative in the country
Such assessment of region's activities was given by the president of the All-Russian public organization Alexander Kalinin at the Annual Conference "100 steps to the favorable investment climate". The Governor of the Ulyanovsk region Sergey Morozov also took part in the event.
"Today, we are witnessing business migration within the country to such regions as the Ulyanovsk region. It is no mere chance, this region is included into the twenty best entities of the country on the investment climate rate. The Governor Sergey Morozov and his team are doing a lot for this sphere. It is enough to recall that it was Ulyanovsk region where the experiment on implementation of a risk-oriented model for means of control and supervision had been carried out. The Governor personally delves into the micro business problems. The Ulyanovsk region has different attitude to small investors than many other territorial entities of the Russian Federation, and such policy gives a great economy boost. Such region will be have more chances to withstand a crisis because here a diversified economy has been created. Many small and medium-sized enterprises, which have found and effectively used various growth areas, work in the Ulyanovsk region. There are also anchor investment projects in the sphere of aircraft and mechanical engineering", - Alexander Kalinin noted.
On 29 November, the Governor Sergey Morozov made a speech at the business breakfast "Business and authorities. Keys to mutual understanding". The head of the region shared experience of the Ulyanovsk region in the sphere of favorable business climate. The event was also attended by the Assistant to the President of the Russian Federation Andrey Belousov, the Director-General of the Agency for Strategic Initiatives for Promotion of New Projects Andrey Nikitin, the President of the Chamber of Commerce and Industry of the Russian Federation Sergey Katyrin, the President of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin, the heads of territorial entities of the Russian Federation and other experts.
During the business breakfast, Sergey Morozov noted that creation of comfortable conditions for doing business allows to solve many problems facing regional authorities today and has beneficial effects on both economic and on social wellbeing of Ulyanovsk residents.
"Our region does not possess infinite natural resources and therefore development of the region is largely dependent on how well the business is doing. We are closely following the best practices developed by various public organizations, such as "Business Russia" (Delovaya Rossiya) and "Support of Russia". The most advanced of them are implemented in the Ulyanovsk region. At the same time, we continue hard work on improvement of the regional business climate. I think that we have managed to develop an open, frank and constructive dialogue between authorities and the business community. In search of adequate reserves for development of the territory, we came to the conclusion that real-life communication can become a valuable resource for serious management decisions. Many business suggestions found reflection in regional laws and were adopted at the federal level", - said the Governor Sergey Morozov.
The vice-president of "Business Russia" Ilya Syomin also confirmed the fast that the Ulyanovsk region has the best the practices, which are replicated all over the country. The federal expert emphasized that many target-oriented models, which will be implemented throughout the country in the future, were provided by the Ulyanovsk region. Among them is work of the Council on improvement of investment climate, reform of regulatory authorities and many others.

In 2015, the Ulyanovsk region was the first place in the country to implement a risk-oriented model for means of control and supervision. Thanks to it, decrease in the number of unscheduled inspections in the region has been achieved. Administrative burden of business subjects has been reduced.
Initiatives designed to improve conditions for doing business has also been implemented. In particular, these includes supervisory and tax holidays for the beginning entrepreneurs, moratorium on increase of basic profitability factor UTII, the country's lowest property tax, which is calculated from the assessed value. In addition, the system of state, municipal and other services for entrepreneurs is being improved.
