Governor of the Ulyanovsk region Sergey Morozov to participate in a meeting of the Agency for Strategic Initiatives Supervisory Board under the chairmanship of the President of the Russian Federation Vladimir Putin

The event took place on 8 December in Moscow.

 Priority areas of work of the Agency for Strategic Initiatives (ASI), including development of business climate and professional education in regions, as well as support of initiatives in the social sphere were discussed during the meeting.

In his opening remarks, the President Vladimir Putin emphasized that it is important to support development of volunteering and socially oriented non-profit organizations.

"The objective is to remove barriers which hinder volunteering, as well as to determine a format of interaction of volunteers and non-profit organization with the government. It is necessary to help those who aim to be engaged in projects in the social sphere", - the Head of the State noted.

Earlier this year, on 29 November, at the V Annual Conference "100 Steps to the Favorable Investment Climate" Sergey Morozov and the Director of "Social Projects" direction of ASI Svetlana Chupsheva signed a cooperation agreement on implementation of joint social and business projects. It will allow to support socially oriented non-profit organizations in their work on provision of services to the population. The President explained importance of this work in the message to the Federal Assembly.

Vladimir Putin also noted the need to achieve high quality of business environment in all territorial entities of the federation.

"Each region should provide an entrepreneur with comprehensive services, full guidance and support. At the same time, time frames for connection to infrastructure, issuing of various documents, and other services required by business need to be aligned with the requirements of the Federal Act", - Vladimir Putin emphasized.

In the Ulyanovsk region establishment of favorable investment climate is the absolute priority. For the ten months of 2016, twenty-two investors with chartered capital of 130 billion rubles were attracted to the region and seven thousand new jobs will be created. Implementation of risk-oriented model for means of control and supervision has been started to enhance entrepreneurial climate. In addition, experience of the Ulyanovsk region served as basis for the model on improvement of effectiveness of investment attraction and investor relations. It was a part of the pilot project of ASI on implementation of goal-oriented models of business climate.

The President has also noted that, in the short run, cross-cutting technologies will define the image of all spheres of life. One of the main elements of this work is research of new energy sources. The Ulyanovsk region is the leading entity of the Russian Federation where the development programme for wind industry is implemented. So, the Russia's first wind farm with capacity of 35 MW will be built in 2017. Surveys were carried out to determine how 600 MW of wind energy can be used.

"We work closely with our partners in RUSNANO and in the companies that are world leaders in the field of wind industry. Results of this work will be soon demonstrated by the first Russian wind farm with capacity of 35 MW. But this is, for lack of a better term, just a drop in the ocean in comparison with what we can expect from development of renewable energy sources. We plan to replace at least a quarter of the traditional electrical energy sources in the Ulyanovsk region with the wind ones", - Sergey Morozov noted.

Within the ENES-2016 International Forum on Energy Efficiency and Energy Development, which took place in Moscow, the Chairman of the Executive Board of RUSNANO Anatoly Chubais and the President of Russian Division of Fortum Corporation Alexander Chuvayev signed a preliminary agreement on cooperation. The event took place in the presence of the Minister of Energy of the Russian Federation Alexander Novak and the Governor of the Ulyanovsk region Sergey Morozov. According to the document, wind farms with the general capacity of several hundreds megawatts will be built in the next few years.

"Next year we are planning to complete construction of the largest in the country wind farm with capacity of 35 MW. It will be located in the Ulyanovsk region. Implementation of this project provides us with unique experience, which can be used in the framework of cooperation with RUSNANO, as well as by the industry in general" - announced Alexander Chuvayev, the Executive Vice-President, the President of Russian Division of Fortum Corporation.

The President also mentioned importance of development of the WorldSkills movement in Russia. Extensive work is carried out in the Ulyanovsk region on collaboration with WorldSkills, which aim is to train skilled professionals. Thus, the region will become the venue for placement of one of the six interregional centers of WorldSkills competence. In addition, Kvantorium, a technology park for children, will be opened in the Ulyanovsk region.
