Ulyanovsk region to continue cooperation with China in the humanitarian direction
The next cooperation agreement will be signed with the Anhui Province. This was announced at a meeting on the current status and prospects of cooperation development in trade, economic and humanitarian spheres in the Volga-Yangtze format. It took place in Nizhny Novgorod.
The format of the Russian-Chinese interregional cooperation called "Volga-Yangtze" includes implementation of joint projects between the Volga Federal District, the Russian Federation, and the Upper and Middle Reaches of Yangtze River, the People's Republic of China. It has been carried out since 2013 in order to fulfill the assignment of the President of the Russian Federation on further strengthening of comprehensive partnership between Russia and China.
During the last meeting, the Deputy Presidential Plenipotentiary Envoy to the Volga Federal District Alexey Sukhov noted positive dynamics of regions’ activities in the Volga-Yangtze format, as well as expansion of the regulatory and legal framework of bilateral cooperation. In particular, within the period when Russian-Chinese relations were developing, 27 general agreements on cooperation were signed. Currently regions of the district are working on signing 11 more draft agreements. It is expected that one of these agreements will be signed between the Ulyanovsk region and the Anhui Province. The ceremony is going to take place in the Anhui Province in summer within the second meeting of the Council for Interregional Cooperation in the presence of the Presidential Plenipotentiary Envoy to the Volga Federal District Mikhail Babich and the Member of the State Council of the People's Republic of China Yang Jiechi.
As Alexey Sukhov emphasized, it is planned to implement 72 joint projects in the fields of education, culture, tourism and youth policy. Active work on development of partnership with the People's Republic of China in this sphere will also continue in the Ulyanovsk region. “A lot of Ulyanovsk higher education institutions have been cooperating with universities of Anhui, Jiangxi, Hubei, Hunan and Sichuan Provinces for many years. These include Ulyanovsk State University (ULSU), which has been engaged in international activities with the Chinese side and has ben training specialists for China since 2003, Ulyanovsk State Pedagogical University, technical universities and Ulyanovsk State Agricultural Academy. Our countries exchange teachers and students within scientific conferences and various projects, organize bilateral internship. This direction will be opened this year”, - said the First Deputy Prime Minister Ekaterina Uba.
In addition, joint projects in tourism industry, the largest of which is the "Red Route", are being implemented successfully thanks to the active role of the Governor Sergey Morozov. In June 2015, a cooperation agreement was signed in the sphere of development of the "Red Route" between the National government of the Hunan Province and the Government of the Ulyanovsk region. The Red Route is a cultural and educational eight-day-long grand tour to the "three capitals" of Russia and the homeland of Lenin on the route Moscow - Ulyanovsk - Kazan - St. Petersburg. Starting this year, the Red Cruise project will be implemented. This is a river cruise with a visit to three cities located on the great Volga River: Samara, Ulyanovsk, Kazan.
