Ulyanovsk region’s work with institutes for development was praised by federal experts
On 15 March, the Governor Sergey Morozov was among the speakers at the Forum of Institutes of Development, which took place within the Russian Business Week in Moscow.
The Chairman of Public Council under the Ministry of Industry and Trade of the Russian Federation Anton Danilov-Danilyan, the Director General of Russian Export Center Peter Fradkov, the President of the Chamber of Commerce and Industry of the Russian Federation Sergey Katyrin and other experts also participated in the forum.Before the speech of the Governor Sergey Morozov, the Co-chairman of the Russian Union of Manufacturers and Entrepreneurs Committee on Investment Policy Igor Vdovin had noted: “Morozov is the person who has a lot of different qualities. He is an investor, an innovator, a statesman. Under his leadership the Ulyanovsk region started investment development in 2004 when we together were working on the strategy of investment attraction. Today Sergey Morozov is successfully showing results of this work to the whole world”.
In his speech, the head of the region noted that promotion of investment attraction and comfortable relations between business and the government are priority tasks in the Ulyanovsk region. However, a lot have to be done in the region to develop technology entrepreneurship and training of qualified personnel. Institutes for development should play a key role in this work.
“Today banks often refuse to provide investors with credits and subsidies during implementation of infrastructure projects. This problem can be solved by creating a "project finance factory" on the basis of Vnesheconombank. At the same time, we can create an Institute of Certified Managers in regions which will be engaged in search and primary selection of promising investment projects. It will allow us to launch the "engine of investments" in its full capacity, to create new enterprises and new jobs”, - the Governor Sergey Morozov announced.
The head of the region also added that the Ulyanovsk region is ready to become the pilot region for implementation of the new approach on attraction of joint financing into promising regional projects of federal institutes for development. This project is based on the unified standards of participant selection, a wide "whirlpool" of selection, focus on customer and improvement of project economics through joint efforts of federal and regional institutes for development.
The governor noted that a part of them had been consolidated at the regional level. As a result, the Ulyanovsk Region Development Corporation was established. The organization works on attraction, support of large industrial investment projects and creation of industrial parks. Another example of this work is the Entrepreneurship Development Corporation, which is a single center of business support in the region.
During the discussion, the President of the Support of Russia (Opora Rossii) Alexander Kalinin said that the Ulyanovsk region brings federal trends of institutes for development to the regional level. So, an Industry Development Fund was first established, which successfully operates and helps to solve national objectives.
In addition, the Director General of the Monotowns Development Fund Ilya Krivogov noted the progress of the Ulyanovsk region regarding work on development of Dimitrovgrad as a monotown.
