Best practices to improve the business environment will be implemented in the Ulyanovsk region's municipalities

This was discussed during the last staff meeting that was held by the Governor Sergey Morozov.

 “Active work on attraction of investors and support of investment projects has been carried out in all municipalities of the region for several years. However, at the same time, the professional level of local government is not sufficient and only a small share of areas shows good results. To ensure increase of direct investments into the economy of municipalities, we have made the decision to develop a plan on training of design teams for attraction and support of investors in districts of the region”, - the head of the region noted.

The Governor assigned the Ulyanovsk Region Development Corporation and the Ulyanovsk Region Corporate University to develop this plan. According to the dedicated experts, design teams will be created  on the basis of municipalities. They will be provided with tools for attraction and support investors, as well as creation of a favorable investment climate. The plan is supposed to be developed by April 10. The training should be started in May 2017.

The course will be carried out with the use of international and national experience on attraction and support of investors, including the one of the Federal Center on training of monotowns' teams. "We are sure that it is important to create investment image of the region and favorable business environment in the territory of the whole Ulyanovsk region and not just in the regional center. This concept has already been formed in Ulyanovsk and Dimitrovgrad, but a number of municipalities still do not have it", - said Alexander Smekalin, the Prime Minister of the Ulyanovsk region. According to the Prime Minister, this includes not only large international or Russian companies but also small and medium businesses, which place their productions in the territory of municipalities. “This work should be carried out systemically. Currently there is an understanding of how it needs to be built. All district and regional executive authorities have obligations with respect to its implementation”, - the head continued.

Research of business climate  is carried out in the region on an annual basis. It uses the method of "secret investor", which allows to make more realistic assessments of municipalities' readiness to welcome an investor and how they will work with him. It also helps to reveal the main mistakes and to eliminate them in a timely manner. The main criteria of assessment include informational content of open sources, competence of advisory bodies, feedback from the potential investor, the quality of provided state services and others.

Mainsky, Old Mainsky, Terengulsky, Inzensky, Novomalyklinsky, Sursky, Melekessky, Karsunsky districts became the best municipalities following the results of the last research conducted in May 2016.
