Experience of the Ulyanovsk region in working with China was noted at the meeting of the Joint Working Group in the Volga-Yangtze format
The event took place in Ufa on 12 April. It was attended by the Deputy Presidential Plenipotentiary Envoy to the Volga Federal District Alexey Sukhov and the Assistant Minister of Foreign Affairs of the People's Republic of China Li Huilai, as well as heads of regions of the district, representatives of the Ministry of Foreign Affairs (MFA) and the Ministry of Economic Development of the Russian Federation, the Ministry of Education and Science of the Russian Federation and the Federal Agency for Tourism (Rostourism), the Ministry of Commerce of the People's Republic of China, the Embassy of the People's Republic of China in the Russian Federation.
During the meeting Alexey Sukhov and Li Huilai discussed preparation for the meeting of Council, which will take place in June in the Chinese province of Anhui, and a possibility of signing framework agreements in the fields of economy, trade, scientific, technological and cultural cooperation. It will be done in the presence of the Presidential Plenipotentiary Envoy to the Volga Federal District Mikhail Babich and the Member of the State Council of the People's Republic of China Yang Jiechi. The other topic of the discussion was the agreements reached within the first meeting of the Council in Ulyanovsk.
“The Volga-Yangtze format has become one of the most effective mechanisms of interregional cooperation between two countries. One of the most important aspect of partnerships was expansion of the legal and regulatory framework. So far, 27 framework agreements on cooperation in the fields of economy, trade, scientific, technological and cultutral cooperation have been signed by the regions in this format. A preliminary agreement was reached on signing ten more contracts in the venues of the Council in June”, - noted Alexey Sukhov, the Co-chairman of the Joint Working Group. He also mentioned a comprehensive set of measures on creation of a favorable investment climate for foreign partners. In particular, the regional legal and regulatory framework allows to apply tax benefits, partial compensation of the credit interest rate, providing land plots at a reduced price.
Currently, 58 projects are under development in both regions. Among the priority directions of interregional cooperation are agriculture and food production, construction and chemical industries, tourism, information technologies. Active cooperation can be seen in the humanitarian sphere. More than 30 joint events in the fields of education, culture, tourism and youth policy have been implemented and 52 more are under development.
Participants of the meeting noted successful experience of interaction between the Ulyanovsk region and China. A joint project of the region and the Chinese corporation "KONCH", which is the world leader in production of cement, has entered the active implementation phase.
In July 2016, an investment agreement between the Ulyanovsk region and the company "Anhui Conch Group Co. Ltd" was signed within the Council for Cooperation between the Volga Federal District, the Russian Federation, and the Upper and Middle Reaches of Yangtze River, the People's Republic of China. In addition, it is planned to build a plant on production of medical equipment in the territory of the region. Eight interuniversity agreements on scientific, educational and cultural cooperation between higher educational institutions of the Ulyanovsk region and universities of Anhui, Hunan and Sichuan Provinces are being implemented.
“Today experience of the Ulyanovsk region on cooperation with China is one of the most successful ones among regions of the Volga Federal District. This includes the investment component, exchange of youth delegations, interuniversity cooperation, and tourism. A number of major agreements in the fields of trade, economy, science, technology and culture are carried out in both territories”, - explained Alexander Smekalin, the Prime Minister of the region.
At the end of the meeting, a memorandum on cooperation between two countries was signed.
