Memorandum of understanding was signed between the International Bank for Reconstruction and Development and the Government of the Ulyanovsk region

The document was signed by the Governor Sergey Morozov and the Country Director and Resident Representative for the Russian Federation Andras Horvai.

 “Partnership with the World Bank gives the chance to develop the most important and promising spheres of economy in a faster and more comprehensive way. These spheres will be important to improve living standards of our fellow citizens in the future. These include enhancing systems of health care and education, implementation of high technologies and upgrade of the region's governance model”, - the head of the region noted.

According to the experts of Reform Management Center, the memorandum ensures cooperation and joining efforts in order to improve investment climate, to increase competitiveness of the region, to improve effectiveness of the public administration system, as well as to develop e-government and digital economy, education services, health care and social protection.

While signing the document, Andras Horvai has once again emphasized the leading role of the Ulyanovsk region in creating a favorable investment climate. “Today all economic activities are carried out at the subnational level, at the level of regions, which are entities of the Russian Federation. That is why any improvement in the sphere of competition at the regional level will have the strongest impact on improvement of the general economic situation in the country. As Sergey Morozov explained, a special Ministry was established in the region that is responsible for development of the competition. The region is among the leaders in this sphere and it was one of the first to implement such institutions”, - the Head of the World Bank in the Russian Federation said.

The agreement gives particularly much attention to development of the competition and implementation of the relevant Standard. As the Minister of Economic Development and Competition of the Ulyanovsk region Almaz Hakimov noted, currently a number of training sessions regarding these issues is are being carried out. Experts of the World Bank held one of such seminars on May 16, the day when the agreement was signed. During the event, representatives of municipalities and regional executive bodies of state authorities learned about pro-competitive reforms through international practices. In addition, experts noted the need to identify factors, which limit development of competition on some priority markets, and to remove these factors.

Cooperation of the World Bank and the Ulyanovsk region started in 2012 when the memorandum was signed regarding development of open data and e-government. As the result, the region holds the leading positions on openness of the website and representation of open data. Following the results of 2016, the Government of the Ulyanovsk region takes the third place in Russia on the level of openness and, for the second year in a row, the first place in the country on availability of open data.

During the meeting of the Governor Sergey Morozov and Andras Horvai, which took place on 27 June 2016, they considered possible directions of further cooperation between the Ulyanovsk region and the World Bank and put forward concrete proposals, which were later used in the signed Memorandum.
